Implementing instruction of the Ministry of Finance and the General Department of Customs, Binh Duong Customs Department always focuses on reforming and modernizing procedures, especially training and applying the Vietnam Automated Cargo and Port Consolidated System and the Vietnam Customs Information System (VNACCS/VCIS) for its branches. The work is the top task for Binh Duong Customs Department.

Well preparation for many measures
To apply VNACCS/VCIS, preparation is specially paid attention by Binh Duong Customs Department’s leaders. Accordingly, they held 21 training classes on VNACCS/VCIS for all cadres and public servants and 17 other classes for more than 3,000 enterprises implementing customs procedures. Particularly, the department board of launching VNACCS/VCIS in cooperation with associations and Binh Duong clubs of import and export organized training courses on VNACCS/VCIS under enthusiastic instruction of members of the VNACCS/VCIS committee, employees of Thai Son and FPT software companies and so on.
During its preparation, Binh Duong Customs Department completed information technology infrastructure system, applied digital signatures at units, met conditions to ensure official application of VNACCS/VCIS.
Until now, nearly 2,000 businesses have received account numbers to join in tests of VNACCS/VCIS. Of these, about 900 enterprises tested successfully the system. On the other hand, the department’s experts made videos of applying VNACCS/VCIS to offer for companies free of charge.
Aside from technical issue, the department has concentrated on dissemination and assistance to help businesses apply the system successfully. Specifically, Binh Duong Customs Department in coordination with central and local mass media agencies such as Customs Newspaper, Law Newspaper, People’s Newspaper, Finance Magazine, Vietnam Financial Times, Binh Duong Newspaper, Tax Magazine has disseminated widely the system to enterprises and people. In addition, Binh Duong Customs Department has disseminated benefits and fruits of applying VNACCS/VCIS to enterprises.
A successful launching
Over the past years, the work on VNACCS/VCIS test has been focused on. At Binh Duong Customs Department alone, the number of businesses involving in the test reached a high rate with 1,600 of 3,500 companies.
VNACCS/VCIS launching committee of Binh Duong Customs Department has worked with Thai Son Software Company and its branches to train the system in details for companies. As a result, business community highly appreciated efficiency of the training course.
Moreover, VNACCS/VCIS launching committee of Binh Duong Customs Department has continued to hold the training classes on VNACCS/VCIS for remaining companies. Furthermore, VNACCS/VCIS launching committee will in the coming time work with local software companies to issue videos recording skills of applying the system to offer for businesses free of charge.
Stable operation
Implementing the instruction of the General Department of Customs, Binh Duong Customs Department officially launched the system of VNACCS/VCIS into 3 phases. Accordingly, the first phase was held at the complex’s good procedure team on April 14, the second one at Viet Huong Bureau, Binh Duong Port, Tan Dinh procedure team on April 24 and the last one at Song Than Customs Bureau, Song Thanh IP, VSIP Customs Bureau on April 28. As such, since April 28, Binh Duong Customs Department officially launched VNACCS/VCIS across 7 of 7 customs bureaus and 9 of 9 good declaration locations.
After the official launching of VNACCS/VCIS, remarkable results have been witnessed. This is considered as an initial success in launching VNACCS/VCIS at Binh Duong Customs Department.
Till May 12, Binh Duong Customs Department completed procedures for 24,659 customs declaration sheets through VNACCS/VCIS. Of these, Viet Huong Customs Bureau implemented 1,585 sheets, the goods management bureau 4,568 ones, VSIP Customs Bureau 4,277 ones, Song Than Customs Bureau 2,592 sheets and Song Than IP Customs Bureau 4,468 ones.
