Binh Duong Customs Department to assist businesses in solving difficulties, securing revenue

Covid-19 is happening with very complicated developments, directly affecting socio-economic activities in the province. The epidemic is also greatly affecting the transportation of goods between Vietnam and other countries, import-export activities in the province are also heavily impacted. In this difficult period, Binh Duong Customs Department strives to assist the business community.

Binh Duong Customs Department is implementing many solutions to help businesses overcome difficulties in this period.

 To give help to import export activities

According to provincial Customs Department's report, by the end of February 2020, budget revenue of this unit decreased by 2.1% over the same period. From the beginning of February 2020, provincial customs apprehended the Covid-19's negative impacts on import-export activities, the Department forecast that in the coming time, import-export activities of some enterprises using raw materials imported from countries affected by the epidemic would face more difficulties.

In Binh Duong, import-export, especially to Chinese enterprises, are facing difficulties in goods transported by road or by air (due to limited trade at border gates with China). Some manufacturing sectors that depend on raw materials imported from China, such as: Textiles (imported fibres, fabrics), electronics, components, accessories are facing the lack of production materials in the future. In this chain reaction, some enterprises do not import directly from China but from other countries are also affected, because raw materials are also imported from China then manufactured and supplied to Vietnam (hot rolled steel imported from India, Taiwan...)

Nguyen Phuoc Viet Dung, Director of Binh Duong Customs Department, said the Department directed customs branches to regularly update information about import export in order to have a plan for business support. In particular, the priority is given to enterprises with large revenues (accounting for 80% revenues of each branch) to immediately solve difficulties and timely support to secure revenues in 2020. In addition, customs branches also grasped information, continued to monitor the production and business activities of companies to learn about revenues in the next period.

In order to help solve difficulties of enterprises, recently, customs leaders visited and met with Sanaky Vietnam Company. At the meeting, leaders of Binh Duong Customs Department consoled and encouraged businesses to overcome difficulties and stabilize production to create jobs for workers and contribute to State budget. The leader of Sanaky Vietnam Company said that in February 2020, under the impact of Covid-19, operations of the company slowed down due to lack of raw material supply, but the company attempted to find other sources. From the end of February, the situation has gradually improved, production and business activities of this company have been better. The company's leader thanked Binh Duong Customs Department, always believed in the local government to do well the prevention and control of diseases, quickly overcome difficulties to soon stabilize people's lives, develop social - economic situation.

Efforts to secure revenue

In order to ascertain the situation, timely encourage, share difficulties and implement measures to support import and export activities, provincial Department of Customs directed its Import-export tax office and customs branches to continue  well performing directions of the Prime Minister, Ministry of Finance, provincial People's Committee, General Department of Customs, and provincial Department of Customs to balance between revenue collection and trade facilitation; to closely monitor operations and budget contributions of enterprises in the area; to support businesses to quickly clear goods, refund tax promptly, creating good conditions for businesses to reinvest in production and business activities; to arrange officials 24/7 on duty for customs clearance; pay attention to, update the situation, well implement the prevention and fight against enterprises escaping and disappearing, retrain bad debts.

In addition, provincial Department of Customs carry out well the proposed collection solutions in order to make use of new revenue sources; proactively monitor and accurately assess revenues in the coming time, understand the causes of revenue increase or decrease of each enterprise. In addition, customs branches must work with each enterprise to collect accurate information about their business and production, thereby correctly determining the cause of increase or decrease to estimate the budget contribution in 2020. With specific solutions and tasks, Binh Duong Customs Department has been assisting the business community in overcoming difficulties and impacts of the Covid-19, stabilizing production and business, stimulating import and export in the area.
