According to guidance of the Prime Minister, Ministry of Finance, General Department of Vietnam Customs, and provincial People’s Committee, Binh Duong customs has launched many solutions to support businesses, such as: administrative procedures reformation, operation modernization to save time and cost of businesses.
Shortening time, saving for businesses
Provincial customs heads promulgated Decision No 421/QD-HQBD dated 12th August 2014 in terms of establishing 3 teams implementing administrative procedure reformation. These are: team of clearance time measuring, imported-exported goods releasing (team 1); team of implementing 2nd phase of VNACCS/VCIS national one-port clearance system (team 2); team of composing manuals for customs procedures for each type of imported-exported goods (team 3).

Container scanner helps in saving time and costs, reducing clearance time for businesses.
Mission of team 1 is to reduce clearance time for businesses, namely, evaluating average time to complete procedures at provincial branches for improvement. Team 3 is composing “Professional manual” with the aim of giving detailed instructions of professional operations, customs procedures, policies to customs cadres in order to reduce clearance time, answer questions of businesses.
Furthermore, provincial customs has cooperated with related sectors to handle promptly problems of businesses, kept in touch with provincial businesses associations, simplified and published administrative procedures in order to support maximally businesses.
Provincial customs also has coordinated with 5 business associations, e.g. Korea, Japan, Taiwan, Europe, and provincial Import-Export Club, to disseminate laws and regulations. Accordingly, on every Friday, Binh Duong customs provides all documents regarding commodity policies, customs procedures for business associations.
Additionally, since 2012, a container scanner has been put to use successfully, acclaimed by most businesses, accelerating clearance time, reducing loading and unloading costs. Therefore, provincial customs petitions General Department of Vietnam Customs for another container scanner installed at Song Than branch.
Combining multiple solutions
Provincial customs implemented successfully national one-port clearance system VNACCS/VCIS at all 7/7 branches. Up to 6th October, there were 450,000 declarations quickly handled by VNACCS/VCIS system. Liquidity system on Version 5.0 has run smoothly. These were preliminary success in VNACCS/VCIS system implementation of provincial customs, which is a preparation for the 2nd stage.
Binh Duong customs is also deploying some solutions to improve service quality on official website, strengthen online consultancy, provide timely new documents and policies to support businesses.
