In recent years, the workload of Binh Duong Customs has been increasing, due to the increase in annual plan and number of enterprises, investors and import-export turnover but the same number of customs officials from 2012. These are difficulties that Binh Duong Customs Department can not overcome unless there is consensus, determination to implement reform and modernization.
The great effort
Statistics showed that revenues in the last 5 years collected by Binh Duong Customs Department increased from 4 to 20% per year. In 2013, Binh Duong Customs collected VND10,034 billion in tax revenue. In 2017, it reached VND13,450 billion, up 20.33%. The number of enterprises, export declarations, import-export turnover increased correspondingly over the years, specifically: In 2013, there were 3,680 enterprises coming to the department and its branches for customs procedures with 750,200 declarations, import-export turnover reached $286.13 million; in early 2018, the number of businesses coming for customs clearance was 5,695, up by over 50%; the number of customs declarations was over 1.35 million, up over 80%; import-export turnover in 2017 reached over $41.756 billion, up about 30 times...

Meanwhile, the staff number of Binh Duong Customs from 2013 to now has remained stable at 321 - 324 persons. Nguyen Phuoc Viet Dung, Director of Binh Duong Customs Department, said that with the increasing workload, declaration number, and revenue but from 2013 until now, the payroll of Binh Duong Customs has not increased. More importantly, from that time until now, there was no negative acts happened at Binh Duong Customs, no cadres who violated the discipline.
"In order to fulfill tasks, in addition to strengthening the reform and modernization of operations, high-tech applications into the management operation, Binh Duong Customs has united and worked in agreement, and received the support and assistance of functional sectors”, Mr. Dung said.
To keep supporting businesses
Recently, Binh Duong Customs has applied the national automatic clearing system and the national OSS system (VNACCS / VCIS) to help businesses quickly change from traditional paper records then bringing to customs office to fulfilling customs procedures online vis internet with short clearance time, reduced travel costs for businesses. Binh Duong Customs also developed the online public service on official website of Binh Duong Customs Department and DVC software of General Department of Customs.
According to leaders of Binh Duong Customs Department, thanks to the national OSS clearance system, the department has promoted the creativity and cooperation with enterprises through very specific tasks. For example, Ministry of Agriculture and Rural Development requires a safety certificate to imported agricultural products; this used to take much time and effort to supplement this document. Through DVC software and the national OSS system, customs staffs visit the ministry’s website to update the information, and make customs clearance, if the business has a safety certificate. In addition, Binh Duong Customs Department also collaborates with banks to collect tax on VCIS system, which is very convenient.
Efforts to overcome difficulties, actively collaborate with departments, sectors, localities to well accomplish assigned tasks have helped Binh Duong Customs stand firmly in the top 5 leading customs units, and develop the image of dynamic, friendly and sustainable Binh Duong Customs.
