Binh Duong Customs spurs reform and serves for clients better

In 2013, Binh Duong Customs continues focusing on building a clean and strong customs force, further promoting work of administration reform, and customs modernization in a bid to facilitate businesses’ goods customs clearance.

  Direct dialogues between customs and businesses help solve difficulties and raise competition capacity of businesses and locality.

 

In 2012, despite difficulties, Binh Duong Customs focused on spurring administration reform and customs modernization by widely launching e-customs declaration, improving quality of client service in an attempt to meet requirements and tasks in the new period.

 

Binh Duong Customs vice head, stated “Time is one of crucial factors, contributing to improve businesses’ value and competition capacity. Reform and customs modernization are to save time, expense for businesses, so the work has won great response from the business community”.

 

Rapid and convenient e-customs declaration

 

Thanks to e-customs implementation, Binh Duong in the past year lured 1,391 businesses to finalize procedures. Of these, the number of businesses involving constantly in customs procedures implementation was at 1,171 out of 1,298, winning 90.22%. Turnover from e-customs declaration was at over US$22bil, accounting for 95.39% of the total revenue. This shows that traditional customs declaration (on paper documents) accounted for a very low rate.

 

Nguyen Duc Tin, rep of Customs Agent under U&I Corporation, said “With a fully worked-out dossier set, if it is implemented by traditional customs declaration, it takes 2 hours for completion. Meanwhile, by e-customs declaration, it takes only 30 seconds”.

 

In the meantime, vice head of Customs Bureau outside industrial parks Do Thanh Phong, said “Thanks to reform and modernization, we enjoy time to write software products on tax collection and refund. These management software products help improve work efficiency, decline time and expense for businesses and prevent customs procedure fraud”.

 

Together with declaration time, e-customs also automatizes in categorizing commodities. The result reaches and surpasses the entire sector’s common goals of turnover and declaration sheet.

 

Results of implementing “client service proclamation”

 

Aside from implementing e-customs work, Binh Duong Customs leaders help employees grasp Decision 225 and the General Department of Vietnam Customs’ Instruction 815 on implementing “client service proclamation”.

 

As a result, 449,871 customs declaration sheets were accepted in the past year. 100% of complaint and denouncement were solved drastically.

 

Besides, Binh Duong customs in cooperation with mass media at all levels such as Binh Duong Newspaper, Binh Duong Television and Radio Station, Customs Newspaper, etc implements many interviews on customs operations. Webpage of Binh Duong customs has updated 120 legal documents and welcomed approach of thousands of readers.

 

In addition, Binh Duong Customs has set up and updated Riskman system as well as issued risk list to bring transparency and fairness and efficiency for customs activity and business community.

 

Promoting the results done in 2012, Binh Duong Customs will in 2013 focus on building a clean and strong customs force, contributing to enhance local competition capacity.
