Time reduced, saving for enterprises
In that spirit, leaders of Binh Duong Customs Department has issued Decision No. 421/QD-HQBD dated 12-8-2014 on the establishment of three teams of implementing administrative procedure reforms in the field of customs, namely, the team of clearance time, import-export goods release; the team of deployment of the 2nd phase of Vietnam Automated Cargo and Port Consolidated System and Vietnam Customs Information System Vietnam Automated Cargo and Port Consolidated System and Vietnam Customs Information System (VNACCS / VCIS) and problems handling of such systems; the team of manual Customs records for each type of imported goods.

The mission of the working teams is to reduce the clearance time for businesses performing import and export procedures in the province of Binh Duong.
Specifically, the group of goods release time measurements is to evaluate the average duration procedures in the department, ensuring rapid clearance
The team of building guidebook is on the construction of "professional guidebook" for specific business processes.
In addition, Binh Duong Customs Department has coordinated with relevant agencies to promptly handle problems to help enterprises producing. Proactively contact and dialogue with business associations in the area, contributing to simplified, open and transparent administrative ministries, facilitating maximum support import and export business. The Department has conducted coordinated regulation signed in propagation and dissemination of policies and legislation with representatives of 5 business associations and the club of Binh Duong Import Export Enterprises under the coordination regulations. Accordingly on Fridays, Binh Duong Customs Department will provide all the documents from the ministries, the General Department of Customs on commodity policies, processes and procedures related to customs operations to the business association for their studies, reference and implementation.
Besides, in order to shorten the time of customs clearance of goods for businesses, since early 2012, Binh Duong Customs Department has successfully implemented container scanners at central goods inspection yards of the Customs sub-division outside industrial parks . The implementation of goods by scanners has been highly appreciated by business community to help them expedite clearance and reduce the cost of loading and unloading and inspection time (averagely at 5 - 7 minutes / container). Currently, Binh Duong Customs Department is proposing the General Customs to equip 1 scanner to assist in the work yard to inspect the goods at the Song Than Customs Sub-division.
Combined measures
Implementing the policy above, Binh Duong Customs Department will conduct clearance time measurement for 3 types: trading commodities, processing commodities, and exporting-importing commodities.
Thanks to the promotion of modernization in association with the reforms of administrative procedures, Binh Duong Customs Department has created many positive changes. The VNACCS / VCIS has been successfully applied in all the departments (9 locations of clearance). As of October 6, approximately 450,000 procedures have been declared on VNACCS / VCIS. To date, the system has been in stable performance, no major problems arise affecting export-import operations of the businesses.
Ramification of goods speed up the clearance making it only 1-3 seconds for declaration of "green line" goods. The application of electronic clearance system with the adoption of reforms of administrative procedures above and good coordination with the Association to promote law firms have helped businesses in the area stabilize and expand production and attract investment.
As for liquidity in the system of program Ver 5.0 has been in stable operation guaranteeing schedule and plan. This is considered the first successful step in the deployment of VNACCS / VCIS in Binh Duong Customs Department, paving the way for the success of phase 2.
Continuing to support businesses in the province, Binh Duong Customs Department also focus on implementing a number of measures to improve the quality of public services on Binh Duong Customs Department website.
