For the construction of smart city, Binh Duong has been interesting in innovation, strengthening cooperation, actively creating breakthrough in each specific field.
Many cooperation agreements signed
In 2017, PPC and Vietnam Post and Telecommunications Group (VNPT) continued to sign a practical cooperation agreement on implementing the project "Binh Duong smart city". Based on this agreement, PPC suggested VNPT to execute cooperation contents in developing and implementing the project. Specifically, VNPT collaborated with Steering Committee of the project to build a comprehensive urban architecture framework, including architecture technological framework for information technology and communications, smart urban solutions for the province, ensuring the principle that all intelligent urban solutions of domestic and foreign technology units could be deployed on this architecture framework; at the same time, proposing specific solutions and ideas to the scheme "Binh Duong smart city"; organizing the deploying the planning on telecommunication - information technology infrastructure in the province.

Tran Thanh Liem, Deputy Secretary of the Provincial Party Committee, Chairman of PPC, affirmed that this was an important document, with contents consistent with the views, objectives and orientations of the project "Binh Duong smart city"; At the same time, established the foundation and legal basis for VNPT to co-ordinate with the Steering Committee to build the architecture framework and infrastructure of information technology - communications with services, synchronous, interconnected, multi-dimensional information network infrastructure. The document aimed to serve the formation and construction of smart city; ensure that all information technology solutions of domestic and foreign organizations and individuals to smart city could easily participate in the exploitation and operation of information technology - communications infrastructure.
In addition, Binh Duong cooperated with many regions and countries in the world to build the smart city. In particular, Becamex IDC cooperated with ITRI Research Institute (Taiwan, China) to develop services based on cloud computing, hi-tech industrial parks, high-quality human resources and renovate education to build smart city.
To concretize Triple-Helix model
Luu Trong Minh, President of ITRI Research Institute and President of Taiwan Information Technology Research Institute, said that the cooperation with Becamex IDC was very important. He expressed his belief that, cloud-computing solutions could realize the Binh Duong smart city project.
According to Nguyen Van Hung, Directors’ Board Chairman and CEO of Becamex IDC, when deploying the construction of smart city, the corporation was directed by the province to build industrial parks and attract high value-added industries. In the cooperation between the two parties, Becamex IDC wished to exchange experiences with Taiwanese enterprises in building industrial parks in smart city.
In addition, in order to concretize Triple-Helix model and realize Binh Duong smart city project, Eastern International University signed a cooperation agreement between Philips Lighting Group on the establishment of modern lighting laboratory. Meanwhile, Thu Dau Mot University signed a cooperation agreement with VNPT Binh Duong through specific agreements focusing on training, providing human resources, research and application in telecommunications, information technology and communication for the socio-economic development of the province in general and the smart city construction in particular.
Memorandums of Understandings (MoUs) between business partners, businesses and schools between Eindhoven (the Netherlands) and Binh Duong have showed great potential of Binh Duong smart city.
Mr. Liem said that in the process of building and implementing the project, Binh Duong constantly promoted creativity, desire to innovate, updated new trends, and learned experiences, knowledge from leaders, experts everywhere. Binh Duong always attaches great importance to connecting and cooperating to build a dynamic, prosperous and sustainable Binh Duong that benefits all parties.
