A fundamental solution
At the meeting, professors, architects, founders made presentations about scientific and technological industrial park development; orientation of Binh Duong Innovation Region, digitization, and solutions to realize the project. The Smart City Strategy was transformed into Binh Duong Innovation Region, expanded its scope to scientific and technological industrial park, and other industrial parks and urban centers in Binh Duong. Speaking at the conference, Tran Van Nam emphasized: “With the current potential and capability of Binh Duong, especially the very achieved results in the project implementation of building a smart city, we are capable of moving forward to build up Binh Duong Innovation Region reported and proposed by Becamex IDC. Provincial Party Standing Committee agreed with the development and implementation of the Binh Duong Innovation Region Project and the planning for a scientific and technological industrial park in Bau Bang District”.
The first main content recommended by Mr. Tran was the urban and transportation planning, including the approval of the Binh Duong Innovation Region's master plan. In which, Binh Duong New City is the center to start and change the development direction to industrial parks of the future, namely Bau Bang scientific technological industrial park. Urban development is combined with public transport planning (BRT - TOD). To strengthen road traffic system, develop solutions to manage and upgrade existing roads to deal with traffic congestion. To continue investing in the construction of belt roads and avenues of Binh Duong. Orientation towards of new traffic development, such as waterways, railways; smart logistics and high-quality, digital - broadband infrastructure.
The second content emphasized by Mr. Tran was to build a culture of innovation, entrepreneurship. In particular, to focus on constantly innovating mechanisms and policies, reforming administrative procedures and behaviors, attitude towards enterprises, contributing to creating motivation, passion and inspiration for startups. Management policies and decisions containing an innovation culture must contribute to the liberation of people, labor force, and eliminating all constraints on startups.
Nguyen Hoang Thao, Permanent Deputy Secretary of Provincial Party Committee, said: “In Resolution tenure 2021-2025, the province's socio-economic development pays special attention to industrial growth that must be associated with science and technology development. The Innovation Region is compatible with 4 breakthrough programs of the next tenure, as well as 9 key missions. In which, investment in human resource development; investment in the development of transport infrastructure; Industrial development must be associated with science and technology development; Development must connect regions to develop production with other organizations. Meanwhile, economic growth of Binh Duong must be tied to economic development of the region”.
To implement the Binh Duong Innovative Region Project, Vuong Phan Lien Trang, Deputy General Director of ENCITY Company, the project consultant said: “At this conference, many different groups of solutions were proposed by organizations and experts such as planning and infrastructure solutions to human resources. Urban planning, technical infrastructure planning is the fundamental solution, should be done first to turn towards an innovation region in the coming time”.
Nguyen Van Hung, Chairman of Becamex IDC, said: “In the new period, with new requirements, first of all, urban planning should be implemented in order to attract resources to meet human needs for study, research and work. Secondly, it is necessary to create a culture of innovation, in which the management apparatus needs to have innovative thinking, how to create attraction. The third is human resources, which promote linkages between institutes, schools and businesses”.
A scientific technological industrial park
in Bau Bang district is considered by experts as a breakthrough in industrial production, the fundamental infrastructure for the formation of a creative innovation ecosystem, attracting investment with high added values, creating a premise for the province's hi-tech manufacture.
Vuong Phan Lien Trang said: “Binh Duong has many advantages to implement the model of Science and Technology Industrial Park with an area of more than 1,700 hectares. This will be a bright spot for the development of Binh Duong Innovation Region. The development of industrial zones in a concentrated form of Binh Duong in recent years has been very successful. In order to continue to be successful in implementing science and technology integration, first of all, Binh Duong needs to promote the Triple Helix model”.
Nguyen Van Hung, Chairman of Becamex IDC, said: “In building a scientific technological industrial park, Binh Duong has advantages, such as social housing as the foundation to stimulate industrial production. In the next phase, Binh Duong will continue to perfect infrastructure inside and outside industrial parks. If a scientific technological industrial park is formed, it will contribute to attracting investment projects”.
Concluding the conference, Tran Van Nam emphasized five main contents to be implemented specifically in the construction and implementation of the Binh Duong Innovation Region Project and Scientific technological industrial park in Bau Bang district, including: The first is about urban planning, transportation; the second is to build a culture of innovation and entrepreneurship; the third is balanced development of the economy; fourth is digital transformation and industry 4.0, digital government, e-commerce; The fifth is to develop and attract human resources.
Nguyen Hoang Thao said: “In general, Binh Duong Smart City and Innovation Region have a similarity that is turning towards to science and technology for future development. The most obvious difference here is the development of science and technology, especially Binh Duong created Bau Bang area to focus on development, which created 5 classes to approach and build this science and technology area. In order to realize the Innovation Region Project, Binh Duong will continue to train and improve personnel as well as attract domestic and foreign human resources to this area. The province also plans for infrastructure development and related issues when investors come to this zone.
