To Binh Duong province, the attraction of domestic and foreign investments in the province for economic development, especially in industrial parks (IP), in recent years has achieved many important results, contributed to accelerating the process of industrialization and modernization, helped Binh Duong soon become an industrial province and get a high economic international integration index.

IPs continue to develop
The Prime Minister has approved the adjustment of IP development plan of Binh Duong province till 2020 that will allow the establishment of 4 new IPs and adjustment of some other IPs.
According to the decision, four IPs in Binh Duong province with a total area of up to 2,300 ha, are added to the national IP development planning by 2020, include Binh Duong Riverside ISC IP with an area of 600 ha, Tan Lap 1 IP with an area of 200 ha, Vinh Lap IP with an area of 500 ha and VSIP 3 IP with an area of 1,000 ha.
In addition, the Prime Minister agreed to increase the area of Lai Hung IP from 400 ha to 600 ha, Cay Truong IP from 300 ha to 700 ha, North Tan Uyen from 620 ha to over 966 ha, Rach Bap from 279 ha to 639 ha, and Viet Huong 2 from 250 ha to 262 ha.
Apart from supplementing and expanding the area of IP, the Prime Minister also agreed to take Mai Trung IP with an area of 51 ha out of national IP development planning by 2020, and to decrease the area of IPs: Tan Dong Hiep B from 163 ha to 150 ha, Song Than 3 from 534 ha to 427 ha, Dai Dang from 274 ha to 219 ha, Phu Tan from 133 ha to 107 ha and Kim Huy from 214 ha to 172 ha.
The Prime Minister assigned Binh Duong Province People's Committee to perform the adjustment of land use planning till 2020 and 5-year land use plan last period (2016-2020) in Binh Duong in accordance with regulations.
Binh Duong Province People's Committee has executed the approved plan and directed relevant bodies to set up detailed planning, fulfill investment procedures, establish or expand IPs in stages in line with investment attraction ability and on the basis of strict compliance with prescribed conditions and procedures, accelerate construction progress of worker housing and social welfare facilities for workers in industrial zones to ensure good living and working conditions for employees.
Binh Duong is considered as one locality that attracts a large number of domestic and foreign investors, has a high occupancy rate in IPs. According to the Management Board of Binh Duong IPs, by Jun 2015, 26 out of 28 established IPs in the province (over 9,500 ha) have come into operation. Total leased industrial land of 23 operating IPs reached 2,572 ha, occupancy rate was 50.5%, higher than the national average (48%).
Notably, VSIP 1 IP with a total industrial land of about 490 ha has been filled. VSIP 2 IP with an area of about 1,340 ha also has a pretty high occupancy rate.
Significant contributions to local economic development
Up to now, Binh Duong IPs have about 1,480 valid projects, including 1,050 FDI projects with a total registered capital of $7.676 billion and 429 dosmestic projects with total registered capital of VND32,740 billion. Sectors mostly attracting investments in IPs are industrial production and services for industrial production.
According to Binh Duong Province Department of Industry and Trade, during the first 9 months of 2016, industrial production index increased 8.92%. Overall, business activities of enterprises were stable, developed in a favorable trend, the scale of production, export markets are well exploited.
Specifically, the majority of businesses have signed orders to end-2016, some companies have the potential for capital, scale and manpower meeting the standards customers obtained orders until the end of 2016, and some companies have already signed orders until Aug 2017. The number of signed orders during the first 9 months of 2016 increased 5-10% compared to the same period last year.
During the first 9 months of 2016, the industrial production index (IIP) of the province rose 8.9% over the same period last year. In particular, the mining industry increased 9.7%, manufacturing and processing industry 8.9%, production and distribution of electricity, gas, hot water, steam and air conditioning increased 9.13% , water supply, management and treatment of waste, waste-water increased 14.4%.
19/25 main industrial products gained good growth rates compared to the same period in 2015, including 11/19 products got growth rates of over 10%. 6 products with falling growth rates were textile, bags, pesticides, herbicides, steel bars, steel tubes, refrigerators, freezers.
Particularly in September, provincial IIP increased 7.03% compared to the previous month. Namely, the mining industry rose 1.7%, manufacturing and processing industry rose 7.1%, production and distribution of electricity, gas, hot water, steam and air conditioning increased 2.43% , water supply, management and treatment of waste, waste-water increased 4.61%.
Solutions to continuous growth
In recent years, Binh Duong IPs is a place for gathering, attracting resources, enterprises, helping Binh Duong become an industrially developing province. To continue to well implement the economic development plan for final months of 2016, in the coming time, the province continues to deploy Resolution No. 01/NQ-CP of the Government on key tasks and measures of directing the socio-economic development plan and state budget estimates 2016. Focusing on drastically implementing Resolution No. 19-2016/NQ-CP of the Government on main tasks, measures to improve the business environment, enhance national competitiveness in 2 years from 2016 to 2017 and orientations by 2020 and the Resolution 35/NQ-CP on supporting and developing enterprises till 2020. Organizing conferences, dialogues with business associations and industry associations to promptly solve problems and difficulties for businesses. Implementing measures to stimulate exports, exploit well existing markets, strengthen trade promotion activities, expand potential markets. Effectively handling bad debts, improving credit quality and capital accessibility of businesses and citizens. Strengthening state management activities, improving operations efficiency of Fund supporting small- and medium-sized enterprises, state financial fund outside the budget of the province for right purposes and efficiency. Enhancing the restructuring, business efficiency improvement of State-owned enterprises, strictly directing equitization, divestment in provincial State-owned enterprises as planned. Strengthening measures to effectively prevent and combat diseases in plants and animals, promoting efficiency and expanding models of urban agriculture, high-tech agriculture to exploit potential and advantages of each locality. Continue to implement measures to improve indexes: province-level Competitiveness Index, PAR Index, international economic integration index, governance and public administration index, improve operational efficiency of Public Administrative Center associated with the reform of administrative procedures.
During 20 years, despite many advantages and challenges of the domestic and global economy, especially 2 financial and monetary crises (in 1997-1998; 2008-2009), Binh Duong IPs overcame difficulties and have kept developing stably. The success of Song Than IP, Vietnam –Singapore IP and later IPs have paved the way for Binh Duong to be in the top localities of the country in terms of industrial development and economic integration capability.
