Part 1: From a sound policy
Under the local Program on Social Housing Development in the 2011-2015 period, with great consensus and determination from authorities at all levels and people, Binh Duong has become one of localities taking the lead in social housing development.

Sound policy
Binh Duong is one of localities with strong socio-economic development plus a large amount of immigrant laborers. Hence, demand for housing is also very great. And the birth of provincial Party Committee’s Action Program No.27 on Social Housing Program (or briefly called the Program No.27) has quickly upheld its efficiency during the 2011-2015 period.
The objective of the Program No.27 is to build around 1.75 million square meters of social housing floor, supplying accommodations for around 175,200 people in 2015. After five years of implementing the program, the whole province has developed 82 social housing projects with total floor area of nearly 3.9 million square meters and total investment capital of more than VND19trillion, providing 238,800 people with accommodations. Of these, 43 are under the Social Housing Project invested by Becamex IDC.
The province has so far fulfilled and put 22 social housing projects into use with total floor area of 420,000 square meters at 36,800 people’s demand for housing. As of June 2015, around 200 enterprises operating at province-based industrial compounds and parks have got involved in building tenement houses for laborers with total floor area of 269,900 square meters.
Thus, provincial Party Committee’s Program No.27 has expressed its soundness and suitability to the local development process in the new context. The program has developed more than 1.3 million square meters of social housing floor area, supplying accommodations for 119,900 immigrant laborers.
Involvement of whole society
The Program No.27 has also absorbed involvement of many economic sectors. This has made it get more successful than expected, contributing to solving the local urgent demand during urbanization and industrialization process.
The province has approved 2 housing projects for 1,200 officials, civil servants, professional soldiers and one of which has been fulfilled so far. The province has also paid attention to developing houses for pupils and students with 5 projects and there are more than 18,000 square meters of floor area put into use.
For localities with industrial development like Binh Duong, housing investment for laborers is a very great issue that needs to be implemented drastically and regularly. And the province has made efforts in this field during the period.
Possibly speaking, Binh Duong has correctly carried out its policy on social housing development for laborers, contributing to taking care of their lives in association with the local common development. Nguyen Thanh Tai, Director of provincial Department of Construction said that the above results have come from the great consensus and determination from the local authorities at all levels and people.
Binh Duong’s initial successes in social housing development during the 2011-2015 period are the important premise for the locality to stabilize social welfare, promote industrial, urban and service development, helping it continue being an ideal destination for investors and laborers at home and abroad.
