Besides implementation of solutions to create a open, fair and transparent business environment, Binh Duong always attaches great importance to mobilizing and promoting investment in key international markets and calling for businesses to seek investment cooperation opportunities in Binh Duong. Binh Duong also attaches great importance to seeking and cooperating in many fields with some cities and regions in foreign countries. Recently, Binh Duong and Oryol (Russia) province signed a memorandum of understanding on cooperation between the two provinces.

Through the introductory channel, the Russian consulate in Ho Chi Minh City, Binh Duong province and Oryol province have had a two-year study and research on the potential and opportunities for cooperation, and affirmed the ability as well as desire of the two parties for cooperation.
After the preparation time, in early July, a delegation from Binh Duong province led by Mai Hung Dung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, had an official visit to Russia. At the meeting with the Vietnamese Association in Russia, Mr. Dung, on behalf of the delegation, introduced the potentials and strengths of Binh Duong, and introduced the image of Binh Duong, investment environment, industrial parks, and development planning of the province to the Vietnamese community in Russia.
This was the first activity of the delegation in Russia to call for investments in Binh Duong. Then the delegation met Governor Vadim Vladimirovich Potomskyi and permanent members of Oryol provincial government. At the meeting, Governor Vadim Vladimirovich appreciated the comprehensive cooperation between the two countries. On that basis, Vadim Vladimirovich expected the cooperation between Oryol and Binh Duong after signing would grow stronger.

The central content was the signing of friendship cooperation between Binh Duong and Oryol. Before the signing ceremony, Mr. Dung introduced the socio-economic development of the province, opportunities and investment environment, situation and development orientation in the coming time... to build a friendly cooperation as well as call for investments from Russian market into Binh Duong province. Oryol provincial government appreciated the cooperation and believed that the cooperation would bring good results. Then, in the presence of Binh Duong delegation and leaders of Oryol provincial government, Governor Vadim Vladimirovich and Mai Hung Dung signed a memorandum of understanding on cooperation between Oryol provincial government (Russia) and Binh Duong People's Committee.
According to the memorandum, the two provinces will strengthen multifaceted cooperation and expand cooperation in the areas of economy, commerce, science and technology, especially in infrastructure development, technology innovation, manufacturing, food processing, agriculture, health, training and tourism. In the immediate future, the two sides will prioritize cooperation promotion in science and technology; support the training of scientific staff, the exchange of students and teaching staff, the implementation of fostering programs, professional education programs for experts, the development of cultural relations, expand the scale of travel services.
In particular, the two sides will encourage trade-economic relations and investment cooperation between the two provinces; create good conditions for enterprises of the two localities to explore characteristics of production organization and conditions of foreign economic relations, cooperation potential in many fields. In addition, the two sides will strive to build a solid and practical cooperative relationship that contributes to promoting the socio-economic development of Oryol and Binh Duong province, establishing the foundation for cooperation expansion in many fields between two localities.
Nguyen Thanh Toan, Deputy Director of Binh Duong Department of Foreign Affairs, said the agreement between the two localities was an opportunity for businesses in two provinces to have many similarities in economic development activities, seeking opportunities for cooperation and investment on the basis of equality of mutual benefit. The cooperation agreement between Binh Duong and Oryol was an important milestone and a foundation for the two countries to strengthen their friendship and mutual understanding towards the development of the two localities.
In cooperation with Oryol province, Binh Duong province will promote its strength, which is import and export. Through discussions and meetings before the signing, leaders of Binh Duong province noticed the interest from Oryol businesses in agricultural products of Binh Duong, such as cashew nuts, coffee. Meanwhile, Binh Duong enterprises have the need to buy technologies from Russia. Besides, cooperation in science and technology, training of students and lecturers, scientific research staff is also the strength of Oryol province. Oryol, is considered as the third cultural center of Russia (after Moscow and Saint Petersburg), is home to the Oryol National University, which houses 300 different majors and has trained many generations of Vietnamese student.
