In May 20, Provincial People's Committee (PPC) convened a regular meeting in May 2018 to discuss and approve the draft steering report of PPC and provincial socio-economic and defense-security situation in May. Tran Thanh Liem, Deputy Secretary of Provincial Party Committee, Chairman of PPC, presided over the meeting.
Many objectives are satisfied
According to PPC Office, industrial production index of the province in May increased 5.37% over the previous month and 8.2% over the same period last year. Generally, manufacturing and processing industry increased 8.57% in comparison with the same period last year; electricity production and distribution increased 3.43%; mining decreased 2.4%. In May, Binh Duong voted and recognized 19 province-level agro-industrial products in 2018; submitted the expansion of Tan Binh Industrial Park - phase 2 (1,055.8 ha) to the Prime Minister.

In terms of trade and services, total retail sales and services in May reached VND15,554 billion, up 2% m/m and up 20.4% y/y. Generally, for the first five months of this year, the figure was VND75,424 billion, up 17% y/y. CPI of the province in the first 5 months increased 2.31% over the same period in 2017. Besides, the province organized business delegations to participate in Hung Vuong Fair 2018 in Phu Tho province, one fair in Quang Binh province, organized the market of Vietnamese goods in industrial parks and clusters...
In terms of attracting investment, in May, the province attracted VND4,767 billion of business registration capital of domestic enterprises, including 550 newly registered enterprises (registered capital of VND3,858 billion), 94 enterprises made capital increase (adjusted capital increase was VND997 billion). In the first five months, the province attracted VND21,924 trillion of domestic investment capital, including 1,974 newly registered enterprises, 413 enterprises poured more capital, 14 enterprises reduced capital; 93 enterprises were dissolved. For foreign investment, in May, the province attracted $72 million in capital, raising the total capital this year to $680 million.
In terms of budget revenue collection, the province's new budget revenue collection in May was estimated at VND3,630 billion. In the first five months of this year, revenue was VND20,700 billion, up 6% y/y and reached 39.4% of the provincial budget. Of these, domestic revenue was VND15,500 billion, up 8% y/ y and accounted for 39.2% of the estimate; import and export was VND5,200 billion, equal to the same period and reached 40% of the estimate. Regarding local budget disbursement, in May, provincial budget disbursement was VND853 billion; total disbursement in the first 5 months was VND3,600 billion, up 8% y/y and reached 21.2% of the estimate.
In terms of credit, total mobilized capital in May was estimated at VND 171,000 billion, up 2.2% over the beginning of the year and up 0.9% over the previous month; Total outstanding loans reached VND164 trillion at the end of the month, up 7.4% over the beginning of the year and up 1.7% over the previous month. Bad debt was VND993 billion, down 1.97% over the previous month and accounted for 0.61% of total outstanding loans.
Focusing on the implementation of key tasks
At the meeting, leaders of PPC office said that some tasks of culture and society were implemented well and achieved good results. Particularly, on social security, the province fully and promptly implemented regimes and policies for people with meritorious services and policy families on occasion of the 43rd anniversary of National unification day; gave allowances to 10 Vietnamese heroic mothers...
In May, labor and employment sector in the province continued to get good changes. Branches and levels in the province organized activities to respond to action month of labor safety and health, workers 'months and youth workers' week. In addition, the province counseled and introduced job to 10,780 persons, in which 4,211 person were recruited. Generally in the first 5 months, the whole province created new jobs for 18,873 people. The health sector also launched a campaign for general environmental sanitation, disease prevention control, and food safety hygiene.
In the coming time, in order for the socio-economic development to be in line with the set objectives and orientations, the province will continue to carry out main tasks and solutions to improve the business environment and raise national competitive capacity in 2018 and subsequent years under Resolution 19-2018 / NQ-CP dated 15 May 2018 of the Government. Besides, the province will complete the regulation on management of industrial clusters, market prices, essential goods and services, textbooks, school supplies for the 2018-2019 school year; rectify the management and exploitation of Thu Dau Mot market.
The province will closely control revenue sources, prevent losses, handle tax arrears; spend State budget economically and efficiency; set up the 2019 budget estimates and the 3-year financial plan 2019-2021. The province will also closely control credit growth and virtual currency-related activities; timely remove difficulties, speed up the implementation, disbursement of public investment; review and adjust the 2018 public investment plan and the med-term public investment plan for 2016-2020.
Besides, the province continues to implement the 2018 Traffic Safety Year with the theme "Traffic Safety for Children"; Ensure the order and safety of roads, waterways and piers, especially at the time of national high school graduation exam 2018. The province also attaches importance to management of post-construction licensing; inspect and supervise the quality of works; closely monitor developments in real estate market; complete the procedure for upgrading Ben Cat and Tan Uyen to class-3 urban center.
Speaking at the meeting, Tran Thanh Liem, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee, asked departments and sectors to focus on implementation of the Central guidelines; accelerate capital construction investment, especially capital disbursement; continue to drastically reduce the payroll from PPC to districts, towns and cities. Particularly, Department of Agriculture and Rural Development needed to monitor the evolution of agricultural and animal husbandry prices as well as overcome natural calamities and storms; Department of Transport should strengthen patrols, implement solutions to reduce traffic accidents in the coming time...
