Over the past time, Binh Duong implemented a smart city development project and reaped initial results. Along with boosting specific activities on smart city development by a different path with focus on human beings, the province will strengthen necessary conditions in order to attend the Intellectual Community Forum (ICF).
Focus on human beings
On March 28, 2016, Binh Duong officially announced the commencement of the Binh Duong smart city development project. Unlike other cities, Binh Duong has implemented the project with breakthrough visions for comprehensive renewal with focus on human beings.

Mai Hung Dung, member of provincial Party Standing Committee, Permanent Vice-Chairman of provincial People’s Committee, Head of the Steering Board of the Binh Duong smart city development project said that diverging from the common view that a smart city only means leveraging technology to resolve social issues, Binh Dương has opted for a different path towards development of businesses, human beings and infrastructure facilities based on the “Triple Helix” model collaboration, which involves a partnership between research institutions, businesses and the government. With this way, Binh Duong has set up a lot of specific activities. In 2018 alone, the province will carry out 18 activities with technology application in association with the “Triple Helix” model, promoting business-production; create favorable conditions for laborers to get access to sci-tech advancements.
Mr.Dung emphasized: “We want to build up a smart city for all people and also want that they will be more active in taking part in smart city development by improving themselves in the coming time”.
Opportunities and prospects
The Binh Duong smart city project is a breakthrough strategy on socio-economic development to 2021 and vision to 2030 towards a high-value added economy. Binh Duong now uses the “Triple Helix” model that is seen as the key to the success of Holland’s Eindoven city. The province is also outlining a strategic program called “Binh Duong Navigator 2021”. Whilst, the local agencies has put the project into their action programs and orientations.
According to Nguyen Van Hung, CEO of Becamex IDC, there are many proposals for realization of the Binh Duong smart city project, including those of building the smart My Phuoc-Tan Van street in association with developing industrial parks and sea ports, minimizing traffic jams and absorbing more investors; further making scientific and industrial construction for investors to apply sci-tech advancements, aiming to create products with higher added value.
In terms of capital for smart city development, Becamex IDC is actively absorbing new corporations around the world while continuing enhancing the efficiency of popularizing Binh Duong smart city. Over the past time, Becamex IDC was successful in approaching, seeking opportunities for investment and workforce attraction with considerable changes. The corporation will further intensify services and make coherence with the country and region’s largest service centers, contributing to drawing great corporations making investment in the province.
According to Mr.Dung, one of Binh Duong’s biggest challenges at present is to help people and businesses know how to approach smart city development in line with the local development process. Other changes are the development of science-technology, the quality of workforce…To redress the above challenges, Binh Duong will try to improve the quality of human resources and the development of science-technology in the process of realizing the Binh Duong smart city development project.
