Over the past years, Binh Duong province has effectively used the Official Development Assistance (ODA) for social welfare works, creating an impetus for Binh Duong's development. Accordingly, projects focusing on environmental, garbage, waste and waste water treatment implemented by Binh Duong Water Supply and Environment Co.Ltd (Biwase) initially reach high efficiency.

Significant efficiency Project of Nam Binh Duong waste treatment complex in Ben Cat town is one of the first provincial projects using ODA capital. Assigned by the provincial administration for the project implementation, Biwase said that this project was ratified by the Government under ODA support from Finland on May 3, 2002. In Nov. 2004, the project was built with the initial area of 75ha with the purpose of receiving and treating household garbage with the initial capacity of 200 tons of garbage per day. Until now, the project has been expanded additional over 100ha and treated 1,000 tons per day for household garbage, 150 tons/day for industrial waste. Accordingly, household garbage is recycled into compost fertilizer, concrete material or brick, among others. The Ministry of Construction said that the waste treatment plant's operation is very professional and automatized. In addition, the complex has a mechanic factory to repair and create some facilities, helping reduce investment cost of over 50%. In terms of technical infrastructure, the complex is invested synchronously and the entire waste water reaches environmental standard class A. This is one of projects under the most methodical investment with standards of technology and management. Therefore, the ministry will synthetize and concretely report the model and other models to the Government. As for Nam Binh Duong water environment improvement project, its goal is to collect and treat household waste water in wards of Thu Dau Mot city with the ODA capital source from JICA of Japan. Until now, many items of the project have been put into use 3 years ahead of schedule. Of which, the household waste water treatment plant has put into operation with the capacity of 17,650 cubic meters per day and night. This result surpassed the pledged progress. Offering the best conditions for ODA capital projects However, aside from the initial results, there remain many big challenges. According to the provincial People's Committee, as the locality on the way of developing industrialization and modernization, Binh Duong administration focuses on developing synchronous infrastructure facilities to cater for social welfare. To effectively solve this status, the local authority petitions to continue launching the subsequent stages of ODA capital projects for waste and waste water treatment. At the working session with the local administration on environmental treatment, Deputy Prime Minister Hoang Trung Hai highly appreciated Binh Duong's environmental, waste and waste water treatment from ODA capital projects. Accordingly, model of effectively building waste treatment complex and model of waste water treatment plant initially promote their efficiency, contributing to implement the national strategy of environmental protection. From reality of using ODA capital in Binh Duong, deputy PM Hoang Trung Hai agreed with the provincial instruction and added that the Government would facilitate the locality's ODA capital reaching to launch subsequent periods of environmental, waste treatment projects in Binh Duong.
