Boosting investment in high-tech industries

In recent years, Binh Duong has consistently expanded its international cooperation efforts, promoted investment partnerships, advanced science, technology and innovation. The province is now focusing on attracting foreign enterprises and corporations to invest in the development of high-tech industries in this new development phase.

Strengthening international cooperation

Binh Duong has placed great emphasis on modernizing its existing industries, increasing the localization rate of auxiliary industries and fostering the growth of high-tech industries to participate in global value chains. The province is committed to building an ecological, modern and high-tech-based industrial system. Continuous efforts have been made to expand international relations and attract foreign investment, especially in high-tech industry development.

Recently, during a working session with Binh Duong’s provincial leaders, Su Liang, Chairman of MiTAC Group (Taiwan, China) stated that their visit aimed to explore the investment environment and exchange information about the province’s technology development and digital transformation policies. He expressed interest in cooperation in technology transfer, human resource training, AI solution development, digital governance and building smart city models. Mr. Su Liang praised Binh Duong's remarkable economic development achievements and recognized the province's vast potential and opportunities for partnership. He shared that MiTAC Group has been investing in Vietnam for 20 years, focusing on technology transfer, workforce training, AI solution development, digital management and smart city construction. He expressed hope to cooperate with partners in Binh Duong to implement projects in AI and technology transfer.

This vision opens up numerous opportunities, but also presents considerable challenges, requiring breakthrough thinking and more decisive action to promote the transformation of the development model. In this journey, science and technology, innovation and digital transformation will be the decisive keys to ushering in a new era”.

Foreign enterprises investing in Binh Duong have access to both land and ready-built factories. The province has become a top-choice destination for investors. South Korean businesses support Binh Duong’s innovative investment attraction strategy and encourage investment in high-tech sectors. The achievements in investment attraction in recent years present a great opportunity for Binh Duong to continue promoting its image and drawing investment from major corporations around the world”.

At the meeting, Bui Minh Tri, Vice Chairman of provincial People’s Committee emphasized that Binh Duong is an industrial province attracting numerous foreign investors, including those from Taiwan (China). With its strengths in infrastructure, human resources and updated investment attraction policies, Binh Duong is prioritizing investment in fields with high intellectual and technological contents. These align with MiTAC’s focus areas in Vietnam such as technology transfer, workforce development, AI, digital governance and smart city development. Mr. Tri also called on the group to consider investing in urban railway, freight rail systems and national railway infrastructure, along with science and technology projects. He affirmed the local government’s commitment to providing the best possible support for sustainable business development in the province.

At present, the business community in the province has continued joining efforts with Binh Duong, the area of Ho Chi Minh city to drive development, aiming to become a regional and international industrial hub—one of the key engines propelling national economic growth, with innovation-driven industry as the main driving force.

Developing a high-tech ecosystem

Binh Duong is striving to develop new types of ecosystems—smart industrial ecosystems—driven by innovation and science and technology, with a strong focus on cultivating high-quality human resources. These efforts are grounded in the province’s development philosophy: “Efficient investment environment – Harmonious and humane society – Proactive and enabling government”.

Binh Duong has continued selectively attracting investment projects that emphasize high intellectual content, scientific and high-tech applications and environmental friendliness. Numerous industrial and auxiliary industry projects from global corporations have been launched in the province. Notable investors include Kolon Group (South Korea), Polytex Far Eastern (Taiwan, China), Tetra Pak (Singapore), Mitsubishi (Japan), Procter & Gamble (USA), Kumho (South Korea), Messer (Germany) and Lego (Denmark).

With a focus on sustainable and in-depth industrial development, Binh Duong is determined to become a modern industrial center. The province will prioritize high value-added, clean technology and electronic industries; increase the localization of products and concentrate resources on developing planned industrial parks and clusters. These will include specialized areas that attract investment in green and environmentally friendly technology renewal. Binh Duong is also developing green and smart industrial zones with Industry 4.0 infrastructure—such as IoT and Big Data—to enable investors to easily establish smart factories and efficient production systems, contributing to increased provincial labor productivity.

The province is currently taking steps to develop a centralized Information Technology Park and a High-Tech Park covering 220 hectares, with ready infrastructure to welcome investors in high-tech and semiconductor industries. Simultaneously, Binh Duong is expanding cooperation programs with domestic and international partners to share experiences, transfer technology and open up new markets. The province is also speeding up infrastructure development, including the early completion of the Ho Chi Minh City belt road 3 project, the Ho Chi Minh City – Thu Dau Mot – Chon Thanh expressway and the expansion of industrial zones to enhance inter-regional transportation connectivity—especially with airports and seaports—to reduce shipping time and costs.
