Breakthrough way of Binh Duong’s agriculture

Binh Duong has defined the shift of agricultural structure towards urban and hi-tech agricultural models in association with processing industry. Urban and hi-tech agricultural development is seen as a major trend of agricultural sector in the current integration period.

Loan support for hi-tech agricultural development

Over the past years, provincial People’s Committee paid attention to instructing and issuing support policies for hi-tech agricultural development, comprising of the Decision No.4 regulating a policy on the province’s hi-tech agricultural development for the period of 2016-2020 (briefly called the Decision No.04/2016-UBND). Beneficiaries include businesses, cooperative groups, cooperatives, households, farms’ owners, individuals, institutes, schools…For projects worth below VND1billion, they will be allowed to get a maximum loan level that is 90% of their value. Whilst, projects worth above VND1billion will have a maximum loan level of 80% of their value…

In 2017, the Council of appraising projects to get loans in accordance with the Decision No.04/2016/QD-UBND and provincial Department of Agriculture and Rural Development (DoARD) considered and transferred 28 eligible projects to provincial Investment-Development Fund with a total loan of VND189billion. So far, there have been 58 projects with a total loan of VND326billion considered and transferred to provincial Investment-Development Fund for approval.

Mai Ba Tho, the owner of a green-skin pomelo farm in Bau Bang district’s Tru Van Tho commune said that provincial Investment-Development Fund considered and disbursed VND6billion for his investment expansion project. With a 34-hectare green-skin pomelo farm, Tho wants to create his own pomelo trade mark in Bau Bang district.

However, the local farmers have still faced some obstacles to get access to loans for urban and hi-tech agricultural development.

Sustainable agricultural development

Under provincial People’s Committee’s Action Plan No.388 on restructuring of agricultural sector towards added value increase and sustainable development, along with acceleration of sci-tech application, the province has attached special importance to developing sci-tech human resources in the agricultural field.

The province has also continued boosting investment attraction for private economic sectors in association with restructuring of agricultural sector; made public the State’s investment plans, procedures and preferential policies for agricultural development and investment.

According to Nguyen Tan Binh, Director of provincial DoARD, his unit will further reckeck, set up and adjust plans on agricultural production; make the shift of plants in line with each locality’s advantages; promote urban and hi-tech agricultural models in association with processing industry, sci-tech application into producing and processing agricultural products for higher productivity and efficiency; perfect a policy on restructuring of agricultural sector; strengthen the linkage between the State, farmers, enterprises and scientists…

Economic efficiency from hi-tech agricultural models is very great. Hence, upholding their strong points plus transferring sci-tech advancements in line with farmers’ production conditions is a right way for the province’s agricultural sector to reach sustainable development. The province’s agricultural sector is also boosting trade promotion with production in association with processing and consumption; making the shift of agricultural structure in a synchronous way to create hi-quality agricultural products that can compete with others at home and abroad.

In the period of 2016-2020, the province will strive to reach the annual growth of 2.5% in agro-forestry and fishery production value; get VND150million-VND200million in the output value of cultivation-animal husbandry products on one hectare of hi-tech farming land per year…The province will also attach special importance to building specialized areas on goods production with sci-tech application, especially replicate hi-tech agricultural parks, aiming to help the local agricultural sector obtain stable development in the new period.
