Bui Minh Tri, Head of provincial Ips’Management Board: Developing Ips, improving investment quality

Twenty-nine industrial parks (IPs) have been established and put into operation, making great contributions to the economic development of Binh Duong province. Up to now, the province has further paid more attention to constructing and developing a system of Ips. Talking to Binh Duong Newspaper, Bui Minh Tri, Head of provincial Ips’ Management Board said that in order to attract many large enterprises and multinational corporations, Binh Duong is speeding up the progress of developing Ips under the plan with priority to high-quality IPs to create a motivation for new growth.

- As of now, what has the province gained in the implementation of the local Ips, sir?

- Defining industrial development as the key direction, Binh Duong has proactively proposed a plan  developing Ips to the Prime Minister while calling for investment  very early. After 25 years of construction and development, Binh Duong has made a spectacular breakthrough. From an agricultural locality, Binh Duong has rapidly reached industrial - urban – service development. The development has come from focusing on building the local Ips.

According to the master plan approved by the Prime Minister until 2020, there are 33 IPs in the province. Up to now, the province has established 29 IPs, with a total area of ​​12,670 hectares, including  27 Ips in operation with ​​10,624 hectares in total and the land tenancy rate of 89.98%. There are two Ips under preparation for construction, namely Vietnam - Singapore III and Cay Truong, with a total area of ​​1,700 hectares. All 29 industrial zones of the province have been developed with a synchronous and modern infrastructure system.

- What is the significance of the formation and development of the local Ips in investment attraction and industrial development, sir?

- Binh Duong always takes industry as a foundation, a breakthrough stage with the core being construction of  Ips infrastructure in association with urbanization. Upon this, Binh Duong has created a large "clean land" fund for infrastructure development, creating modern, synchronous and efficient IPs.

Binh Duong has soon focused on developing a synchronous transport system, building Ips infrastructure in association with urbanization, creating a driving force for the local socio-economic development. The birth of IPs has brought the province's industrial manufacture to a breakthrough, creating a premise for the local trade - service and urban development. The local Ips have attracted many large enterprises and multinational corporations. So far, they have attracted 2,342 FDI projects with a total registered capital of US$ 26 billion, 672 domestic investment projects with a total registered capital of more than VND86.8 trillion. Most large enterprises have chosen concentrated IPs when making investment in Binh Duong. Not only attracting capital, province-based Ips have also made great contributions to the State budget, created more jobs, contributing to promoting the local economic restructuring, speeding up the local industrialization and modernization process.

- It is known that in 2022, Binh Duong will accelerate and rapidly expand the area of ​​Ips. The province is about to have 2 new IPs, namely VSIP III and Cay Truong. These IPs are expected to further become a new growth motivation when being completed, could you tell us about this content in detail?

- On March 19, 2022, the province will commence construction of VSIP III in Tan Uyen town and North Tan Uyen district, with a scale of 1,000 hectares. This new IP is oriented to attract enterprises using high technologies, limiting labor-intensive industries. In Q2, 2022, the province will start construction of Cay Truong IP, with a scale of 700 hectares in Bau Bang district. The province will also re-plan existing IPs to increase land use efficiency, expand South Tan Uyen IP for the phase 2, Rach Bap IP...

Provincial Ips’ Management Board is focusing on directing all aspects, including further rechecking and well realizing management and licence in IPs through promoting administrative reform; improving the investment climate. The Management Board will also closely cooperate with departments, sectors and localities to create maximum favorable conditions for the  production and business activities of enterprises in Ips; focus on promoting the establishment and development of new 2-4 IPs in the 2021-2025 period, especially invest in infrastructure of the local Ips  that have been planned.

For the local industrial manufacture developing quickly and sustainably, Binh Duong is bending on implementing the right roadmap to build a smart city with key development orientations, comprising of attracting hi-tech projects that are less labor intensive and  environmentally friendly; innovating technology, improving the quality of products to increase competitiveness in international economic integration. Currently, the province is also focusing on building a sci-tech IP in Bau Bang district. This is one of the key projects of the Innovation Zone Project, aiming to attract large corporations, especially start-up enterprises in key manufacturing industries with high added value in line with the current period. Provincial Ips’Management Board will further improve its policies and adjust its objectives and orientations for the development of IPs to adapt to the new context.
