Industry and trade have been claimed that industrial production, export and import in the first quarter of 2023 faced paramount problems as some businesses did not have new purchase orders while consumer demand decreased and input material prices remained stable. At a higher level, budget revenue from the import-export sector despite ensuring the estimate decreased sharply compared to the same period last year. The operation of some enterprises slowed down, especially in the furniture, garment, footwear and leather industries. Many grid projects were behind schedule due to problems in site clearance procedures, leading to pressure on power supply for production and business operations.

Recently, during the meeting of the Binh Duong provincial Delegation of the National Assembly with businesses, representatives of many businesses proposed the existing problems and obstacles in the process of organizing and implementing the provisions of the law. At the same time, it was hopeful that the provincial functional departments would remove shortcomings and limitations to create a favorable business environment and contribute to the province's socio-economic development.

According to Truong Thuy Lien – Deputy President of the provincial Association of Leather Shoes and Handbags, the Ministry of Public Security has recently issued guidelines to remove obstacles in ensuring fire safety for businesses; however, these are only temporary while businesses propose to remove current difficulties for completed projects and guide them to be able to take over and put into operation with different suitable plans at low cost regardless of large or small projects. Besides, it is necessary to guide investors to complete the application for approval to shorten the waiting time; enterprises that have completed according to the previous approval standards should be accepted; more specific regulations for combustible and non-combustible materials should be availlable. The Ministry of Construction needs to consider and have an annex on regulations on fire safety distances for projects in residential areas to avoid wasting land fund.

The Logistics Association also suggested that the current difficulties in motor vehicle registration have greatly hindered transport enterprises and slowed down the economic development momentum of the province. Therefore, the Ministry of Public Security and the Ministry of Transport should have guidance documents with timely replacement as well as backup to avoid bottlenecks in business operations. There should be a decentralization of authority for the locality, a list of motor vehicles that need to be registered and publicly announced so that businesses can prepare carefully to limit errors and reduce travel time.

Proposing to the provincial People's Committee, Phan Le Diem Trang, a representative of the provincial Textile and Garment Association, said that the policy of relocating businesses outside the industrial zone was followed by most of them. However, in such time of hardship, it is proposed to extend the relocation time so that businesses can recover. In addition, the renewal procedure should be simple and quick.

Facing the situation, leaders of the provincial People's Committee have directed all levels and sectors to effectively implement the province's socio-economic development plan in 2023 with focus on solving difficulties and problems related to land, investment and business procedures, reforming administrative procedures, organizing many important and practical events, creating trust and excitement for the businesses and people.

Nguyen Thanh Toan, Director of the Department of Industry and Trade, said that the key task in the second quarter of 2023 that has been set by the provincial People's Committee for the department is to focus on reviewing, removing or proposing competent authorities to remove problems related to the industry. related to investment procedures, hinder production and business activities.
