Cashless payments to be promoted

Recently, People's Committee of Thu Dau Mot City and Vietcombank Binh Duong signed an agreement to implement administrative procedures at the city's Public Administrative Service Center, in which payment of fees and charges will be done by online services.

 Wide variety of methods

In Binh Duong, the scheme to enhance via-bank payment for public services has been actively implemented by municipalities and departments. Thu Dau Mot City quickly applied this method. Vo Chi Thanh, Vice Chairman of Thu Dau Mot City People's Committee, said to continue accelerating administrative reform, reducing costs for people, businesses, building and developing the city towards a smart city, the specific goal in the public administration is to apply non-cash payments into budget collection through public services.

Accordingly, People's Committee of Thu Dau Mot City cooperated with Vietcombank Binh Duong to realize this plan. According to Mr. Vo, in the coming time, the City People's Committee will direct administrative agencies to closely collaborate with VCB Binh Duong to enhance the use of banking products and services, spread information among organizations, individuals, and encourage people to use non-cash payment when making transactions related to public services. People may make payments on channels, such as national public service gateways, QRCode payment, credit card payments at POS machines, and make payments on websites provided by the bank.

With this service, individual customers using online public administration services can pay fees and charges right on the public service web portal of the City People's Committee without having to pay directly at counters like before. “We hope that people will support the Government's policy on enhancing non-cash payment and also one of the pioneering steps in applying 4.0 technology done by Thu Dau Mot city to build a smart city. We also want to provide people with modern and diversified e-banking services, bring convenience to users, save time and costs, gradually limit the use of cash in the economy”, Mr. Vo said.

Many advantages

So far, non-cash payment in the public sector has recorded significant progress thanks to the active and persistent participation of industries, municipalities, and commercial banking system. On the other hand, from beginning of 2020, due to the occurrence of Covid-19, non-cash payment activities of people and businesses in the area have tended to increase. According to Provincial Tax Department, up to now, budget revenue and contribution of enterprises, which are made through commercial banks or automatic tax payment system, are very satisfactory. In which, at provincial Tax Department, online tax payment results reached all three targets, namely rate of enterprises make online registration, online tax payment vouchers, online tax payment reach above 95%.

According to data of State Bank Binh Duong, there are many commercial banks in the province, such as Agribank, Vietinbank, BIDV, MB Bank etc. actively cooperated with tax authorities, customs, State Treasury to implement budget collection services. In addition, there are a wide variety of online public services, such as payment for electricity, water, telecommunications, health, tuition fees etc. have been paid through banking services. In which, collection services are exponentially reached set targets for commercial banks.

Nguyen Thai Minh Quang, Director of Vietcombank Binh Duong, said that this bank had improved their service quality to meet the increasingly diverse needs of customers. Currently, with a network of 5 branches and 15 transaction offices, Vietcombank Binh Duong has invested in modern payment technology solutions, improved the quality of online payment and bank cards, improved the use of bank payment cards; cooperated with tax agencies, customs, State Treasury to support enterprises in making payment of taxes, fees, and financial obligations to the State; to create favorable conditions for people and businesses to quickly and conveniently use non-cash payment services. This is also an inevitable trend that not only benefits the economy but also has many benefits for public administration units, customers and banks.
