With the set goal and task, Capital Aid Fund for Employment of the Poor (CEP) becomes a companion of needy laborers across the province.

CEP staff offers capital for people of Binh Nham ward, Thuan An town.
Joining dreams
On these days, numerous parents and students flock to bookstores to purchase textbooks and learning aids for the new school year. However, there remain many underprivileged students stopping their learning dream, owing to difficult circumstance. CEP scholarship program 2014 contributes to open a future door for the needy students.
Tran Thi Thanh Thanh in Binh Phu quarter, Binh Chuan ward, Thuan An town is one of difficult circumstances. If without support of CEP, Thanh will perhaps face numerous obstacles on her learning way.
Meanwhile, Nguyen Do Thanh Huy in quarter 6, Dinh Hoa ward, Thu Dau Mot city, a disabled pupil getting good academic achievements during 4 school years at Dinh Hoa primary school faces situation of quitting school, owing to poor parents. Thanks to CEP scholarship program 2014, his study will be ensured in the coming academic year.
Thanh and Huy are 2 among 71 underprivileged students enjoying CEP scholarship program. Phan Minh Khue, head of CEP’s Thu Dau Mot city branch said that beneficiaries of the CEP scholarship program include excellent-but-poor students from the 1st grade to 9th grade. CEP scholarship program has been launched for many years. Accordingly, CEP annually grants 700-1,300 scholarships worth from VND700,000-VND2mil to needy students, depending on their circumstances and academic achievements.
The total expense of CEP scholarship program now estimates at over VND16bil. It is hoped that CEP is like an award to encourage poor students’ spirit, helping them overcome difficulties and complete their study.
Mainstay for the poor
Over 23 years of operation, CEP always pursues goal for the poor, assisting the poor in developing their businesses and meeting their basic needs, reducing unemployment in the province, and supporting a spirit of mutual assistance in work and the social environment.
In Binh Duong, operation of CEP has been launched across Thu Dau Mot city, Thuan An town, Di An town, Tan Uyen town and Ben Cat town, contributing significantly to the provincial goal of poverty reduction.
Until now, CEP in Binh Duong province has assisted capital for more than 65,502 poor people with the total capital of VND574bil. At present, 2 branches in the province cater for 12,300 members with the total outstanding loan of nearly VND87.3bil.
To be a CEP member, a client must be willing to attend group training and weekly meetings. A number of clients will form a group, and several groups will form a centre. Several centres will be serviced by a credit officer through the CEP Branch Network. The CEP Credit Officers deliver all products directly to clients through the Centre and Group system.
Housing improvement loans are also offered to clients with a strong repayment record over three loan cycles. These loans are intended to be used to improve the condition of a client's housing. Supplementary loans can also be accessed by clients experiencing difficulties. In addition, environmental improvement loans are accessed by clients or group of clients for the purpose of installation of individual and collective sanitation systems. A health insurance product is provided to facilitate access to health care for clients unable to access the public health care system.
In 2014, CEP grants expenses to build 2 charity houses worth VND80mil, repair 2 other houses worth VND30mil at Thu Dau Mot city and Thuan An town.
Possibly speaking, CEP in Binh Duong has contributed to effectively implement poverty reduction through offering credit services for needy laborers.
