Collaboration enhanced to transform Binh Duong into a regional logistics hub

Binh Duong has concentrated on investing in and developing logistics infrastructure in harmony with industrial, urban, and commercial infrastructure, as well as traffic and transportation infrastructure. The province is enhancing collaboration with neighboring provinces and cities to expedite its transformation into a hub and logistics center for the Southern Key Economic Zone.

To develop synchronous logistics infrastructure 

In recent years, Binh Duong has capitalized on its advantageous geographical position by prioritizing investments in the development of integrated and modern transportation and logistics infrastructure. Coupled with the swift advancement of its industrial and trade-service sectors, this has generated a robust impetus for the rapid growth of the province's logistics service industry on a national scale. To date, Binh Duong has established a relatively comprehensive network of logistics service centers, comprising 15 logistics centers that offer services at the levels of 3PL (third-party logistics services) and 4PL (distribution chain logistics).

Furthermore, the province currently operates five inland waterway ports and has nine additional ports in the planning stages of investment. The advancement of waterway transportation in the province is significantly benefiting from the elevation of the new Binh Loi Bridge over the Saigon River and the Ghenh Bridge over the Dong Nai River, along with the removal of reefs in the Dong Nai River. The waterway port system is enhancing its role and advantages by lowering costs, minimizing transportation time, and facilitating the movement of goods; it particularly alleviates pressure on the road traffic system and enhances regional connectivity between Binh Duong and neighboring provinces and cities.

Binh Duong is served by a national railway line that traverses Di An city, extending 8.6 kilometers. Within Di An city are Song Than Station, Di An Station, and the Di An Railway Car Factory, which collectively manage and transport over 1 million tons of goods annually. In contrast, road freight transport constitutes over 95% of the total freight volume in the province. To date, Binh Duong has established a comprehensive road traffic system and has operationalized numerous key infrastructure projects, including the national and provincial road traffic systems, such as the My Phuoc - Tan Van road, the Tao Luc Bac Tan Uyen - Phu Giao - Bau Bang road, and DT744 road, which connect Tay Ninh province, as well as the Bach Dang 2 bridge linking to Dong Nai province. Binh Duong is in the process of completing the primary segments of the Vanh Dai 3 and Vanh Dai 4 projects of Ho Chi Minh City that pass through the province and has commenced construction on the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, which also traverses the province.

Simultaneously, Binh Duong is concentrating on the development of a dry port system to accommodate the transportation needs of import and export goods, thereby enhancing the customs clearance capacity of the Southeast region's seaport system. This includes the An Son dry port, Binh Hoa dry port (Tan Cang Song Than), TBS Tan Van Di An dry port, Thanh Phuoc dry port, Tan Uyen dry port, Ben Cat dry port cluster, and Thanh An dry port. Currently, Binh Duong is actively executing the Master Plan for the development of the dry port system for 2021-2030, with a vision extending to 2050, as approved by the Prime Minister.

Binh Duong is advancing its logistics system with the perspective that logistics services represent a crucial and vital economic sector. This sector serves as a catalyst for the development strategy of the service industry specifically, and the broader socio-economic development strategy of the province. It plays a significant role in achieving the objective of Binh Duong's transformation into a centrally-governed city by 2030.

Binh Duong is advancing its logistics sector to enhance regional connectivity, positioning itself as a satellite center that consolidates goods and logistics services to support the production activities of enterprises in the area. It aims to establish a supply chain that facilitates the movement of goods from manufacturers to both domestic and international markets. Additionally, Binh Duong is developing its logistics infrastructure in harmony with industrial, urban, and commercial frameworks, as well as transportation networks, thereby establishing the province as a vital logistics hub within the Southern Key Economic Zone.

Binh Duong has established a target for the period of 2025-2026, aiming for 100% of large logistics centers to achieve a level exceeding 5PL (logistics on e-commerce platforms). The plan includes the development of a network of ports along the Dong Nai River, Saigon River, and Thi Tinh River, which will connect with Ring Road 3 and Ring Road 4 of Ho Chi Minh City. Additionally, Binh Duong Port will be upgraded to meet the standards of an international border gate container port. In terms of the railway transport system, Binh Duong will enhance Song Than station to expand its services to Song Than Industrial Park and will upgrade An Binh station (an international transit station linked to the commercial-service area) into a major international freight transit station, serving as a significant traffic, transportation, and cargo handling hub in the Southern region. From 2027 to 2030, Binh Duong aims to become a satellite center of the Southeast region, facilitating the aggregation of goods and concentrating logistics services to support production activities in industrial parks and clusters. This initiative will establish a supply chain for goods from manufacturers to both domestic and international markets. Concurrently, Binh Duong will develop new logistics centers and modern, professional, international-standard dry ports to accommodate the needs of production and the circulation of goods in the region, as well as for import and export activities.

To accomplish this objective, Binh Duong emphasizes collaboration with neighboring provinces and cities to enhance waterway, road, and railway networks, linking to Cai Mep - Thi Vai and Can Gio seaports, as well as Tan Son Nhat and Long Thanh international airports, and Moc Bai international border gates (Tay Ninh) and Hoa Lu (Binh Phuoc). This serves as a crucial foundation for Binh Duong's aspiration to emerge as a logistics hub within the Southern Key Economic Zone.

In the near future, Binh Duong will collaborate with neighboring provinces and cities to establish a regional linkage mechanism aimed at fostering the most dynamic development community in the nation, one that is competitive both regionally and internationally. Furthermore, Binh Duong will expedite the integration of Ring Road 3 and Ring Road 4 with Ho Chi Minh City, as well as hasten the construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway to create a cohesive and efficient connectivity network that facilitates regional development. The effective implementation of economic corridor development will align with Decision No. 370/QD-TTg dated May 4, 2024, issued by the Prime Minister, which approves the Southeast Regional Planning for 2021-2030, with a vision extending to 2050.
