Cooperation and investment attraction strengthened to turn Binh Duong into a logistics center

Binh Duong is prioritizing the attraction of investment and the establishment of international cooperation to enhance its logistics infrastructure. This initiative is rooted in the understanding that logistics represents a critical economic sector for the province, with the objective of positioning Binh Duong as a prominent logistics center within the Southeast region.

The delegation of Kühne Logistics University (Federal Republic of Germany) works with Eastern International University on cooperation in human resource training to serve logistics development needs of Binh Duong.

Driving force for development

According to Ms. Phan Thi Khanh Duyen, Deputy Director of Provincial Department of Industry and Trade, Binh Duong develops logistics towards regional connectivity, with the goal of becoming a center, a place to gather goods and logistics services to serve production and business activities in the region; forming a supply chain of goods from manufacturers to domestic and foreign consumption markets.

“Binh Duong is planning to develop economic, industrial, urban, and service corridors that are connected to inter-regional traffic corridors, including Ho Chi Minh City’s Ring Road 3 and Ring Road 4, as well as national highways. The development of industrial parks will follow a model linked to these traffic corridors, which will facilitate transportation and enhance inter-regional connections, which aims to generate economic growth not only for Binh Duong but also for the entire Southeast region.

Binh Duong's development strategy focuses on urban areas based on the Transit-Oriented Development (TOD) model, which emphasizes public transport. Additionally, the province plans to establish an Industrial-Urban-Service Complex model featuring a network of industrial parks situated along belt roads and key traffic corridors. This is particularly important for areas near Ho Chi Minh City’s Ring Road 4 and highways connecting to seaports and international airports, as it will improve traffic flow and logistics connectivity," said Ms. Phan Thi Khanh Duyen.

To support the growth of high-quality service industries and to align with the industrial and urban development goals of a modern society, the Provincial People's Committee has issued Decision No. 404/QD-UBND to outline a plan for the development of logistics services in Binh Duong province, aimed at enhancing these services until 2025, with a vision extending to 2030 and 2050. The plan emphasizes the importance of logistics services as a key and strategic economic sector in the province, playing a vital role in the overall service industry development strategy and the broader socio-economic development objectives of Binh Duong. Binh Duong considers logistics as a driving force, promoting socio-economic development, especially import-export, distribution of goods and services to meet production and consumption needs; contributing to shifting the proportion of services in the economic structure to 28% by 2025, the average annual growth rate of added value of the service industry is about 11%.

Ms. Dinh Huynh Thai Linh, Chairwoman of the Provincial Logistics Association, stated that Binh Duong currently has over 5,800 registered logistics businesses, with about 62 of them providing services within industrial parks and clusters. “We have engaged with many businesses, particularly members of the Provincial Logistics Association, to understand their concerns and challenges. This feedback guides us in advising the province on formulating relevant policies. Notably, member enterprises have made significant progress in digital and green transformations recently, aligning with their development needs. This is a very important stepping stone to welcome the investment wave, promote high-quality services, especially in the logistics industry," Ms. Dinh Huynh Thai Linh shared.

Develop commensurate human resources

Ms. Phan Thi Khanh Duyen stated that the provincial leaders are currently focused on training professional human resources with expertise in logistics to meet the demands of international integration. Additionally, they are working on developing logistics infrastructure that aligns with industrial, urban, and commercial infrastructure, as well as transportation infrastructure. This initiative aims to establish Binh Duong as a crucial logistics hub in the Southeast region. All levels and sectors have been making efforts to support logistics enterprises to innovate, create, and provide service chains at levels 3 (3PL), 4 (4PL), and towards level 5 (5PL) - e-logistics on the basis of developing e-commerce and modern, effective, and professional supply chain management.

Dr. Andreas Kaplan, Rector of Kühne Logistics University (Federal Republic of Germany), said that with its specialized strengths in research and training in transportation, the school promotes supply chain management and logistics through research and teaching activities. Kühne Logistics wants to develop a logistics training system similar to the development trend of transportation industry in Vietnam. With Binh Duong, Kühne Logistics is ready to exchange and cooperate to develop human resources from the province's orientations.

“We wish to cooperate with Binh Duong to research, train, and implement programs related to logistics activities based on the strengths of logistics ecosystem with three spearheads of sustainable supply chains: Green and smart transformation; humanitarian transport using supply chains to supply relief and disaster organizations; artificial intelligence operations management...”, said Dr. Andreas Kaplan.

 Ms. Truong Hai Thanh, Deputy Director of Provincial Department of Education and Training: The province currently has eight universities and 108 vocational training institutions that cater to educational needs of the population as well as human resource requirements of local businesses. However, none of the universities or educational institutions offer specialized majors in logistics. The provincial leaders have expressed a strong interest in developing logistics training and enhancing logistics sector. In the future, various departments and branches will collaborate to advise Provincial People's Committee on a logistics development cooperation program.
