Creating a favorable business environment for business

 

Recently, Vietnam Chamber of Commerce and Industry (VCCI) and 32 southern provinces have signed a commitment to create a favorable business environment for enterprises based on Resolution 35/NQ-CP of the Government dated May 16th 2016. Together with the southern provinces, Binh Duong province has made commitments supporting business development, in which focus on improving the business environment and increasing dialogues with enterprises. These are also two issues that the Deputy Prime Minister Vuong Dinh Hue directed localities to pay attention to.

Improving the business environment

To support the development of enterprises, the Government has promulgated various policies and measures, which focus on improving the business environment, create ventilation and flexibility for all economic activities; innovated State-owned enterprises (SOE), cooperatives, assisted small- and medium-seized businesses... At the same time, the Government has developed 5 types of capital market that are lacking in the country and includes commodity, science - technology, real estate, labor, finance - banking. Speaking at the meeting, Deputy Prime Minister Vuong Dinh Hue emphasized, if we could not solve five knots of these markets, the administrative procedure reform and calling for investments would not bring high results. The localities should pay attention to these issues.

To Binh Duong Province, to implement Resolution 35 of the Government, the province has enacted policies to improve the business environment and create favorable conditions for business growth. Mr. Mai Hung Dung, Vice Chairman of PPC, said, implementing Resolution 35, Binh Duong province had issued Decision 1923/QD-UBND. Accordingly, the province considers enterprises as serving subjects; facilitates business investment and trading; ensures equal rights of all businesses, regardless of type, economic sector, to access resources, such as capital, natural resources, land ... Binh Duong province also enhances administrative procedure reform, transparency and publicity of administrative procedures under the jurisdiction and responsibilities of PPC, departments, People's Committee of districts, towns and city on the official web portal and divisions receiving, addressing administrative procedures. "The province assigned Department of Home Affairs in collaboration with Department of Justice, Public Administration Center to review and specify points for receiving, addressing dossiers; instruct, resolve administrative procedures of enterprises on the principle of one-time written notice to companies, investors", said Mr. Mai Hung Dung.

Deputy Prime Vuong Dinh Hue noted, civil servants, who harassed enterprises, needed to be strictly sanctioned. Resolution was enacted. Prime Minister also set up a team to supervise the implementation of the Prime Minister, Deputy Prime Minister’s directives. Provinces must also do like that.

Increasing dialogue with businesses

Deputy Prime Minister Vuong Dinh Hue stated, dialogues must not only solve problems and difficulties in tax reduction or exemption... These must be dialogues based on mutual benefit to improve labor productivity, competitiveness of enterprises and national brand value. Besides, in addition to direct dialogue with enterprises, localities need to urgently open, publicize hotlines, online answering feedbacks and questions of businesses on the web portal. The Government will also open a website to receive feedbacks of enterprises.

Currently, Binh Duong Province People's Committee has coordinated to periodically organize public dialogues at least 2 times / year for the business community to promptly understand, remove business difficulties. The province has allocated Department of Information and Communications to chair and coordinate with related units to establish a hotline, online answering on provincial web portal to receive feedbacks of companies.

Mr. Mai Hung Dung said, according to provincial goals, by 2020 the province would have at least 35,000-40,000 operating enterprises, including about 3-5% of large-scale enterprises with reliable resources. Due to the implementation of Resolution 35 and provincial policies to support enterprises, this goal would soon be completed. Besides, the province promulgated appropriate policies to encourage and create favorable conditions for small- and medium-seized businesses, start-ups, innovative enterprises.

According to figures released at the signing ceremony between the VCCI and 32 southern provinces and cities, in the first 6 months of this year, there were more than 54,000 newly established enterprises nationwide, up 22%; total registered capital was 427,762 billion, up 51.5% compared to the same period in 2015. Total number of enterprises returning to operation was 14,902 enterprises, up 72% compared to the same period last year. Total FDI capital in Vietnam also increased 2 times.
