Creating the best conditions for Becamex IDC to develop

During a working session with Industrial Investment and Development Corporation (Becamex IDC) yesterday morning (July 2), Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee and Head of provincial National Assembly deputy delegation emphasized that for Binh Duong to develop, all conditions must be created for Becamex IDC to thrive and conversely, as Becamex develops, Binh Duong will also develop. This is a lesson learned from the past 25 years.

Promoting the development of science and technology

Over the past 25 years of construction and development, Binh Duong has continuously made breakthroughs in socio-economic development, transforming from an agricultural province into an industrial one. In recent years, the province has focused on developing industry, urban areas and services, gradually transitioning to a new phase, welcoming the fourth industrial revolution, building a smart city, an innovation region and a new industrial ecosystem. These outstanding efforts have turned Binh Duong into a province with modern and solid infrastructure, with the urbanization rate of over 82%. Becamex IDC has played a very important role in the province’s achievements during this time.

Reporting to provincial leaders' delegation at the working session, Nguyen Van Hung, CEO of Becamex IDC said that as a State-owned enterprise, Becamex IDC has always strived to overcome difficulties, challenges and fulfill its assigned tasks to the best of its ability. In recent years, Becamex IDC has concentrated its resources to build Binh Duong Smart City, aiming at creating a new ecosystem and driving the province’s development in the coming years. Additionally, Becamex IDC has developed the Science and Technology Region Project and the Centralized Information Technology Zone, contributing and promoting the local socio-economic development. However, Becamex IDC is currently facing many difficulties in implementing the project, due to related procedures. Becamex IDC hopes to soon resolve these issues to focus on investing in the project.

Speaking at the working session, Mr. Loi highly appreciated Becamex IDC’s contributions to the local socio-economic development and hoped that Becamex IDC would continue upholding its capabilities, dynamism and creativity to develop continuously, accompanying the province in successfully achieving development goals and building up a more prosperous and civilized Binh Duong, making it a worthy-living place.

Sympathizing with Becamex IDC's difficulties, provincial Party Committee Secretary Nguyen Van Loi requested relevant departments and sectors to create more favorable conditions for Becamex IDC to effectively implement projects and proposals to serve its mission and contribute to the local socio-economic development in the coming time. For the Centralized Information Technology Zone project, he urged Director of provincial Department of Information and Communications to base on the conclusions of provincial Party Standing Committee and the regulations of the Ministry of Information and Communications to promptly advise provincial People’s Committee on  authorizing Becamex IDC to carry out the project.

Seminar on semiconductors to be organized

Recalling the Prime Minister’s expectation that “each ministry and sector will have a Viettel, each province and city will have a Becamex”, provincial Party Committee Secretary hoped that Becamex IDC would continue making breakthroughs, significantly contributing to the socio-economic development of Binh Duong province in particular and of  the entire country in general.

Emphasizing some key tasks in the coming time, provincial Party Committee Secretary Nguyen Van Loi requested Becamex IDC to coordinate with relevant departments and sectors to effectively implement the local policy on industrial urban development under the plan, especially in building social housing projects that the Government and province are very concerned about. He asked for the local sectors to facilitate Becamex IDC in quickly completing procedures to continue implementing urban, industrial and social housing development projects. He also requested provincial Management Board of Industrial Parks, along with provincial Department of Natural Resources and Environment, Department of Science and Technology, and Becamex IDC to draft regulations on eco-industrial parks with suitable international standards for annual recognition as eco-industrial parks, which have done by some localities. He tasked provincial Department of Industry and Trade, along with other sectors and Becamex IDC, with relocating businesses from the south to the north. This is a very difficult task that requires high responsibility from the local government to accomplish.

At the working session with Becamex IDC, provincial Party Committee Secretary proposed Eastern International University to organize a seminar on semiconductors with participants, including engineers and experts from the province and invited experts from abroad. “If we truly want to participate in the semiconductor supply chain, we must have a seminar to hear from experts about the issue, and understand policies needed to attract investment...Provincial leaders will attend to understand more and create policies...”, Mr. Loi emphasized. He also requested Director of provincial Department of Information and Communications, Department of Science and Technology, and Becamex IDC to coordinate in establishing a ICF Office to quarterly conduct online sessions with 200 smart cities and global investors on the province's development and investment attraction orientations.

Binh Duong Centralized Information Technology Zone covers an area of 220 hectares, aiming at becoming a science and technology region, a center for innovation, attracting high-tech investment. Here, the system of science and technology industrial parks and modern information technology zones will be developed to meet international standards to attract both domestic and foreign investment. Priority sectors for investment in the information technology zone include software development and application, IT and telecommunications services, research and development (R&D), training and development of IT human resources, and green industries.
