Department of Industry and Trade disseminates the Government's new Decree on management and development of industrial clusters and information

The development of industrial parks and industrial clusters to facilitate industrialization and modernization, creating a solid foundation for the development process in the context of integration and internationalization is a consistent policy of the Party. To address the shortcomings in the management and development of industrial clusters in recent times, the Government issued Decree No. 32/2024/ND-CP dated March 15, 2024 regulating the management and development of industrial clusters. On that basis, Binh Duong issued a plan to implement Decree No. 32/2024/ND-CP of the Government regulating the management and development of industrial clusters in the province.

On September 27, at Vita Conference Center (Nguyen Minh Khai Street, Thuan Giao Ward, Thuan An City), the Provincial Department of Industry and Trade held a conference to disseminate Decree No. 32/2024/ND-CP of the Government regulating the management and development of industrial clusters and information; industrial cluster development plan in Binh Duong province for the period 2021-2030, with a vision to 2050.  

Mr. Nguyen Thanh Toan, Director of Binh Duonng Provincial Department of Industry and Trade, chaired the conference. The conference was attended by the Vietnam Environmental Industry Association; the Institute of Occupational Safety and Health Science - Vietnam General Confederation of Labor; representatives of departments, branches and People's Committees of districts and cities; representatives of industry associations in the province, investors of industrial clusters and enterprises.

At the conference, the Provincial Department of Industry and Trade reported on the implementation of Decree No. 32/2024/ND-CP of the Government, Circular No. 14/2024/TT-BCT dated August 15, 2024 of the Ministry of Industry and Trade and a summary report approving the province's plan to implement Decree No. 32/2024/ND-CP. Besides, the Department of Industry and Trade also informed about the Industrial Cluster Development Plan in Binh Duong province for the period 2021-2030, with a vision to 2050, approved by the Prime Minister.

Decree No. 32/2024/ND-CP of the Government consists of 7 Chapters and 38 Articles, regulating the plan for industrial cluster development; establishment and expansion of industrial clusters; investment in construction of technical infrastructure and production and business in industrial clusters; preferential policies, support for industrial cluster development and state management of industrial clusters.

Accordingly, investors in the construction of technical infrastructure of industrial clusters are selected by scoring, with a scale of 100 points for the following criteria: investment plan for construction of technical infrastructure (maximum 15 points); management plan, environmental protection of industrial clusters (maximum 15 points); capacity, experience of enterprises, cooperatives (maximum 30 points) and financial plan for investment in construction of technical infrastructure (maximum 40 points)". 

After Decree No. 32/2024/ND-CP took effect (from May 1, 2024), the Provincial Department of Industry and Trade advised the Provincial People's Committee to issue Plan No. 3210/KH-UBND dated June 20, 2024 for implementation. Accordingly, the plan clearly states the roles and tasks of departments and branches in coordinating the implementation of state management of industrial clusters in Binh Duong province.

The industrial cluster development plan is the arrangement and allocation of space for the development of industrial clusters in a reasonable manner, associated with policies, management solutions, and investment in the synchronous construction of technical infrastructure in the provincial area in each period, on the basis of environmental protection, saving, and effective use of land and other local resources. The industrial cluster development plan is a content of provincial planning, built and integrated into provincial planning according to planning law. 

The plan for developing industrial clusters in Binh Duong province for the period 2021 - 2030, with a vision to 2050, is shown on page 13 (and Appendix III) of Decision No. 790/QD-TTg dated August 3, 2024 of the Prime Minister approving the Planning of Binh Duong province for the period 2021-2030, with a vision to 2050. 

Namely, by 2030, the province will have 32 industrial clusters (ICs) with a total area of about 2,200 hectares. The plan is to convert 3 current industrial clusters (Binh Chuan, An Thanh, Tan Dong Hiep) and 1 Phuoc Hoa industrial cluster that has not been implemented and is no longer suitable to be removed from the planning. By 2050, there will be about 40-45 industrial clusters with a total area of about 3,000 hectares (of which 10-15 new industrial clusters will be established in the 2031-2050 period with a total area of about 700 hectares). 

Also at the conference, delegates engaged in discussions, addressed various issues, and responded to recommendations and proposals from businesses in order to propose better solutions to implement relevant regulations in industrial cluster management and development, as well as support businesses in production activities in Binh Duong province in the coming time.
