Determination of PCI 2016 improvement established

Binh Duong Provincial Competitiveness Index (PCI) in 2014 was relatively at 27th out of 63 provinces and cities of the nation. According to experts, the index does not reflex the attractiveness to investors pouring their investments into Binh Duong Province. However, Binh Duong Province determines to improve PCI.

Low rank but top investment attraction
Under report about business environment in 2015 of World Bank (WB), Vietnam is placed 78th in 189 economies of the world. Vietnam should consider to improve some of the ranking criteria such as incorporation index, electricity access index, cross-border trade index, bankcrupt resolution index, etc. Meantime, evaluation of Vietnamese Chamber of Commerce and Industry (VCCI) shows that PCI of Binh Duong Province in 2014 has been up 3 ranks to the 27th in the nation. According to leaders of departments in the province, such evaluation does not reflect the reality of the province in the face of good administrative reforms and indexes of management and public administration, indexes of international economic integration of Binh Duong Province.
According to them, PCI is relative and will not reflect all the competence of a province in good shape of administrative reforms to attract FDI. The formation of Administrative Center has been appreciated by various domestic and foreign investors, showing the seriousness and determination of Binh Duong Province regarding administrative reforms and opening policies for investors.
Yamamoto, the President of Japanese Investment and Cooperation Association (JICA) in Binh Duong Province asserted that Binh Duong Province had become a location of attraction of investments thanks to local efforts of administrative reforms and widely open investment environment. Hundreds of Japanese enterprises have chosen Binh Duong Province to place their businesses upon seeing the attraction of the land. Japan has become the nation of largest FDI to Binh Duong Province at the time.
According to experts, low PCI of Binh Duong does not mean its incompetitiveness. This can be proved that Binh Duong Province is leading the FDI flow into Vietnam before provinces and cities of high ranks such as Dong Thap (2nd), Lao Cai (4th), Thanh Hoa (18th), Ben Tre (18th), etc. among those of unclear impression as Binh Duong through the time.
Determined engagement
To elevate PCI, Provincial People’s Committee has ever since 2013 constructed and implemented a project of improving PCI of Binh Duong Province. The project is the evidence of activeness and leading role of the province among 9 targets of PCI marking as well as the major measures for Binh Duong Province to follow.
To contribute to PCI improvement, Department of Science and Technology has consulted with Provincial People’s Committee to approve strategic orientation for science and technology researches from 2016 to 2020. Regulations on mangement of the project of product quality and productivity of small and medium sized enterprises on implementing charter on technical commercial barriers from 2016 to 2020.
In September 2015, Provincial People’s Committee issued Plan No. 3190/KH-UBND on implementing information related to management and use of land under Land Law including land administrative procedures in accordance with Article 196 of Land Law, the publication of road protection corridors and safety of public construction under Clause 3 of Article 56 of Decree No. 43/2014/ND-CP, and the publication of land use schemes, land recovery, compensate, allowances and resettlement, publication of land price list in accordance with Clause 1 of Article 114 of Land Law.
Department of Natural Resources and Environment just coordinated with Provincial Center for Electronic Information to collect opinions of the public regarding the provincial planning before consulting with Provincial People’s Committee on submitting to the government for approval. Land use planning will be public at organizations and website of Provincial People’s Committee.
Besides, Binh Duong Department of Customs has issued manual of customs documents against exporting and importing cargoes in order to rule on all customs documents and related instruments of importation and exportation as announced to enterprises. The Department has also published 4-language manual of English, Chinese, Japanese, and Korean to support cadres and enterprises. The manual contents are also posted on website of Binh Duong Provincial Department of Cusotms.
PCI improvement has been implemented in Binh Duong Province thoroughly with determination in order to bring about good investment environment of enterprises while improving investment luring to the province which is a bigger target not the pure ranking improvement.
