Part 1: Breakthrough in economic growth

On December 22, 2024, the Politburo issued the Resolution No. 57-NQ/TW on making breakthroughs in national science - technology development, innovation and digital transformation. The Resolution No. 57 defines science - technology as the foundation, innovation as the driving force, digital transformation as the connection, people as the center and subject, contributing to transforming the growth model and realizing the goal of double-digit economic growth in 2025. For Binh Duong province, the Resolution No. 57 holds particular significance for its development in the new context, serving as an opportunity to create a breakthrough in the province’s economic growth.

Growth momentum

The Resolution No. 57 outlines seven key tasks and solutions, emphasizing the need to raise awareness, foster breakthroughs in mindset innovation, establish strong political determination and implement decisive leadership and direction to create new momentum and energy across the society.

Under the Resolution No. 57, provincial Party Committee has recently held the first meeting of the Steering Committee for the province’s science - technology development, innovation and digital transformation. Speaking at the meeting, Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee and Head of provincial National Assembly Deputy Delegation highlighted the crucial importance of the Resolution No. 57 in the province’s development in the new context. Therefore, he urged the Steering Committee to develop a concrete and clear action plan in association with national goals and targets, setting implementation indicators through 2030. He also stressed the need to link Binh Duong’s breakthroughs with the spirit of creativity, innovation, bold thinking and decisive actions to ensure that the province achieves double-digit economic growth from 2025, with a target of at least 10% GRDP growth in 2025.

At the meeting, provincial Steering Committee for Science-Technology Development, Innovation and Digital Transformation proposed several goals, tasks and solutions. The overall goal is to shift the economic growth model toward the application of science and technology, innovation, digital transformation, green economy, circular economy and knowledge-based economy.

Realizing the goal

Binh Duong has identified science - technology and innovation as one of its strategic breakthroughs, playing a crucial role in successfully achieving socio-economic development goals and positioning the province as a key highlight in the Southern Key Economic Region. Provincial planning for the 2021-2030 period, with a vision towards 2050, aims for Binh Duong to lead in science - technology and innovation, becoming a modern industrial-service hub in Southeast Asia and establishing itself as an international destination for science - technology and innovation.

To achieve double-digit economic growth and successfully implement provincial planning for 2021-2030 with a vision towards 2050, Secretary of provincial Party Committee Nguyen Van Loi emphasized the need to continue investing in transportation, electricity and logistics infrastructure; upgrading technical and social infrastructure towards smart development; making transformation to green and clean energy and allocating clean land for industrial-urban-service development. He also stressed the importance of administrative reform to create a transparent and attractive investment environment. Additionally, the Secretary urged relevant authorities and sectors to actively oversee and resolve challenges, support businesses in policies for high-quality human resource training and implement digital transformation with concrete action plans. He also called for the establishment of satellite science and technology industrial zones to facilitate the transfer and application of researched technologies from central hubs—creating efficiency and development momentum for the province.

Binh Duong is currently focusing on implementing key policies, building and perfecting the innovation ecosystem, attracting and developing high-quality human resources, promoting green transition and digital transformation and continuing its strategy to develop a smart city and Industry 4.0…

Under the Resolution No. 57, provincial Steering Committee for Science-Technology Development, Innovation and Digital Transformation has set three specific goals: completing the ecosystem to attract investment in new-generation industries; making transformation of traditional businesses from labor-intensive and land-intensive models using outdated technology to digital transformation and science - technology applications and expediting the establishment of a centralized IT zone in Q1-2025 while developing a 220-hectare science-technology center in Binh Duong new city by 2025.

Vo Van Minh, Vice Secretary of provincial Party Committee and Chairman of provincial People's Committee emphasized that Binh Duong is committed to effectively implementing national policies and institutional frameworks for digital transformation. In the near future, the province will commence construction of the FPT Industrial Park and a software industrial park, striving to establish a digital transformation technology zone by 2025. Regarding science - technology and innovation development, Binh Duong will support businesses in implementing science-technology and innovation initiatives with specific policies. The province affirms that science and technology is the foundation, innovation is the driving force, digital transformation is the connection, people are the center and the subject.
