Nearly 20 years after its establishment, Di An Town has developed strongly and synchronously in economic and social fields; ensuring national defense and security, contributing to building and developing the town towards civilization and modernity. A foundation for urban development The preliminary evaluation of the implementation of the town Party Resolution in 2015-2020 period (data from 2015 to 2018) showed that commercial value of the town averagely increased by 35.19% / year; total retail sales of goods and revenue was 67,677 billion VND, up 34.99% compared to the plan; industrial production value averagely increased by 10.68% / year... According to Mr. Tai, the establishment of Di An City directly under Binh Duong province on the basis of transferring the current status of natural area, population and administrative boundaries of Di An Town is in accordance with current regulations, commensurate with geographical location of the town, and the urban development master plan of Binh Duong province (Decision No. 2481 / QD-UBND dated June 23, 2009 of Provincial People's Committee on the general construction plan for Di An town to 2020, vision towards 2030). At the same time, the establishment of Di An City will create conditions for the locality to develop all potentials and strengths of urban development in accordance with the provincial planning; continue to attract investments in supporting industries, reduce the risk of causing environmental pollution; while ensuring social security, creating a more favorable environment for people to live, work, study and entertain. Conditions, standards meet requirements and regulations Up to now, the conditions and standards for establishing Di An City directly under Binh Duong province have been ensured to meet regulations of Local Government Organization Law on 19 Jun 2015 and Resolution No. 1211/2016 / UBTVQH13 dated 25 May 2016 of National Assembly’s Standing Committee. Accordingly, for the standards of population size of Di An town, as of 31 Dec 2016, it was 403,760 people, of which the permanent population was 178,202 people, the converted population was 225,558 people. According to regulations in Paragraph 1, Article 5, Resolution No. 1211/2016 / UBTVQH13, the population for a town is 150,000 people or more. Thus, Di An Town has reached the rate of 254%. For natural area standards, Di An Town has a natural area of 60,04km2. According to Paragraph 2, Article 5, Resolution No. 1211/2016 / UBTVQH13, the natural area for a town is 150km2 or more. Applying Point C, Clause 2, Article 31 of Resolution No. 1211/2016 / UBTVQH stipulates: The establishment of urban administrative units on the basis of 1 administrative unit of the same level without increasing administrative units shall not apply Clause 2, Point A, Clause 3, Articles 4, 5 and 6, Clause 2 and Clause 3, Article 7, Clause 2, Article 8 and Article 9 of this resolution. Thus, this criterion of Di An Town is assessed as "Satisfactory" compared to the regulations. Regarding the standard of administrative units directly under, Di An Town was established on the current status of 7 existing wards, the percentage of wards on the commune administrative units is 7/7 (100%). This standard of the town is assessed as "Satisfactory" compared to the regulation. With the standard recognized by the competent authority as class-3 urban area, Di An town was recognized as class-3 city in Decision No. 113 / QD-BXD dated 7 Mar 2017 by Ministry of Construction. Thus, this standard met regulations. Regarding structural standards and socio-economic development level, Di An town achieved 6/6 criteria specified in the appendix issued together with Resolution 1211/2016 / UBTVQH13.
