E-government implementation in Vietnam eyed tremendeous achievements. Nationwide localities have inherited and been upgrading national datastream, standard infrastructure, national information infrastructure, legal infrastructure, policies, administrative procedures, regulations of management allocation, and information sharing in terms of equipment investment, software construction and human resource training to better service the public.

 

Information Technology is inferior to determination and reforms

Experts should make conclusion that information technology, to the very end, is technical mean only. It is administrative reform that matters involving reform-related works and procedures. Thus, administrative reforms should come before applications to avoid unusability and process starting-over.

The model products of information technology application of the province

They also elaborate that the program of information technology application in state administration is not e-government as the whole but the major part and foundation of e-government which is only successfully built not by information technology application in state administration.

According to Mr. Nguyen Thien Nhan, Chair of Central Fatherland Front Committee of Vietnam, said as I was Deputy Prime Minister: “The success or failure, advantage or challenge depends much on leadership.”

“Do not be hasteful when local leadership is not ready,” he affirmed.

To gain priliminary success, Mr. Truong Minh Thuan, Director of An Giang Department of Information and Communication asserted that the unity should be supported by the Provincial Party Committee and People’s Committee down to lowest management level.

E-government development in Vietnam is projected to 3 major timelines of 2010, 2015, and 2020; however, to reach the targets, great efforts of the government, operators, enterprises, and the public should be made.

Professor Do Trung Ta, the former Minister of Postal and Telecommunication elaborated of the 3 major timelimes, that was: 2010 for construction of networked managerial government, 2015 for construction of integrated government, and 2020 for construction of everytime, everywhere government.

In reality, the process of e-government construction in Vietnam was initiated in 2001 by Project Number 112; however, the half decade eyed humber results while some localities have succeeded in taking the public as the root of development.

Success

As Mr. Do Trung Ta had put that e-government development should be for the public, the Party and the State have taken great care for the field so as to promote a strong nation of information technology out of Vietnam.

This was to prove that we have the theoretical basis for information techonology development. The steps forward should be sidelined with local political and reality situations. We should follow the steps from public services to practical approaches.

Thus, information technology should service the public not to optimize the government system only.

E-government should be for the public not just the measure or technology for a government

To refine legal framework

For the time to come, legal framework refinement should be continued in challenging parts. First of all, what policies and measures should be ready for information technology? The strength does not lie within infrastructure but in the adjustment of culture, civilization, and public literacy for a nation to develop information technology.

The success of other nations in the world shll be worth considering as they have experienced the measures and processes; thus, services of enterprises should be favored for e-government development.

Practically, the provinces succeeded in e-government have promoted movements of applying information techonology to administrative reforms amongst State’s agencies which should establish and implement the project to promote their available resources.

And Department of Information and Communication shall be the supporter and holder of guidance for investors in terms of paperwork, technology, and training.

The province has robustly coordinated with experienced and potential partners for selection of suitable measures for utmost effect.
