With the expectation that the global and regional landscape will persist in its complexity and unpredictability in 2025, the People's Committee of Thuan An City has proactively executed the directives of the Provincial People's Committee, the Resolution of the Party Executive Committee, and the City People's Council regarding socio-economic development while ensuring national defense and security. Concurrently, it has instructed departments, branches, and localities to promptly pursue key objectives and tasks in economic development, resulting in sustained growth across numerous sectors.
In the first quarter of 2025, the city's industrial production value is projected to reach 69,722 billion VND, reflecting a 5.8% increase and accounting for 22.76% of the City People's Council Resolution. Additionally, total retail sales of goods and service revenue are estimated at 34,386 billion VND, representing a 16.68% rise compared to the same period in 2024, and achieving 22.32% of the City People's Council Resolution. The distribution network for goods has been extensively developed across communes and wards, complemented by numerous attractive promotional programs designed to draw in customers. The variety and abundance of goods effectively meet the consumption and production needs of both individuals and businesses, ensuring there is no shortage of products.
In the realm of public investment capital disbursement, Thuan An City is actively working to expedite the resolution of challenges related to compensation, support, and site clearance. To date, projects funded by the province have disbursed VND 4,965.6 billion across 2,658 records in the first quarter, with an outstanding amount of VND 183.8 billion across 97 records yet to be disbursed. Meanwhile, city-funded projects have disbursed VND 1,090.6 billion across 1,567 records, leaving an outstanding amount of VND 125.2 billion across 76 records. Notably, in the first quarter, the city generated VND 3,158.868 billion for the state budget, achieving 32.07% of the estimate assigned by the Provincial People's Committee and 37.85% of the City People's Council Resolution, which represents 135.65% compared to the same period in 2024.
Initiatives to address challenges and foster economic growth
The leader of the People's Committee of Thuan An City stated that in the first quarter of 2025, the City People's Committee concentrated on guiding the effective execution of the socio-economic development plan, particularly in relation to Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP, dated January 8, 2025, issued by the Government, which outlines essential tasks and solutions for implementing the socio-economic development plan and the State budget estimate for 2025.
Simultaneously, the city remains focused on addressing challenges and impediments associated with key projects, implementing solutions to accelerate project timelines and the disbursement of public investment funds. Additionally, the city effectively executes reforms in administrative procedures, embraces digital transformation, and advances Project 06, while optimizing the organizational structure of the industry to ensure it is both streamlined and efficient.
Mr. Nguyen Thanh Tam, Chairman of the People's Committee of Thuan An City, evaluated that in the first quarter of 2025, the city's socio-economic landscape exhibited a stable development; budget revenues and expenditures aligned with projections; and social security was upheld. Concurrently, the locality actively monitored and assessed the status of enterprises and workers resuming production, business, and employment following the Lunar New Year. Political stability was preserved, and social order and safety remained intact.
However, the city continues to face challenges and constraints, specifically: Certain expenditures have not been executed, resulting in a relatively low expenditure rate, including capital construction investment expenditures, investment-related public expenditures, and other public construction expenditures; encroachment, illegal construction, and violations of planning regulations persist; the volume of implementation and the value of public investment capital allocation fall short of projections, as investors prioritize the execution of transitional projects, the processing of compensation payments, the preparation of investment steps, and the bidding for projects designated for 2025.
To successfully execute the objectives and tasks of socio-economic development, national defense, and security in 2025, as outlined in the Resolution of the City Party Committee, the Resolution of the City People's Council, and the working program of the City People's Committee, Mr. Nguyen Thanh Tam emphasized the need to prioritize the effective implementation of tasks and solutions for socio-economic development, national defense, and security in the second quarter of 2025. Additionally, he urged the completion of the materials to be presented to the City People's Council during the regular session in mid-2025.
Additionally, Mr. Nguyen Thanh Tam urged relevant sectors, localities, and units to conduct regular inspections, address challenges, expedite project timelines, with an emphasis on critical transportation infrastructure, and disburse public investment capital. He also called for the completion of procedures for the repair of school and classroom facilities by the summer of 2025, while effectively executing financial and state budget responsibilities for 2025. Furthermore, he emphasized the importance of accurate, comprehensive, and timely revenue collection, the effective utilization of revenue sources, and the review and resolution of corporate tax debts. Strict management and thorough conservation of regular expenditures, along with the control of reserve expenditures, were also highlighted.
In the near future, Thuan An City will proceed with the approval of the comprehensive adjustment project for the 1/2000 scale zoning plan for its wards. The city will establish regulations for urban architectural management and devise a plan to implement the Thuan An urban development program.
