Early December 14, the working delegation of Ministry of Finance led by Dinh Tien Dung, the Minister, had a working session with Binh Duong provincial People’s Committee regarding the budget collection 2017. Receiving and working with the delegation was Tran Van Nam, the member of Central Committee of CPV and Secretary of Provincial Party Committee and Head of provincial NA Delegation, Tran Thanh Liem, the Chairman of Provincial People’s Committee and representatives of related departments, agencies and units.
Under report of Provincial People’s Committee in 2017, local economy eyes continual growth with GRDP increment of 9.15%. Total budget collection is estimated to gain VND 46,000 billion, meeting 101% of assignment by Prime Minister and 14% higher than in 2016. Of the collection, domestic production and business operations have paid VND 33,000 billion to the budget gaining 96% of the estimation and 14% higher than in 2016. Importation and exportation yield VND 13,000 to the budget gaining 116% of estimation assigned by the Prime Minister and 16% higher than in 2016.
Regarding the tasks to be implemented in 2018, Binh Duong province proposed to Minister of Finance to offer assistance during the collection to ensure expenditures for the province. And, from 2019 on, Ministry of Finance should calculate and designate the estimation with rational allocation of collection and expenditures to encourage fulfilment of the designated tasks. The province also proposed to Ministry of Finance to allow book-keeping of the collection from privatization of State’s enterprises and withdrawal of State’s investments in State’s enterprises represented by Provincial People’s Committee to be paid into the State’s budget so that the provincial budget would be 100% supplied with the source as per Law on State’s Budget.
After listening to reports and proposals of Provincial People’s Committee, Department of Tax, and Department of Customs, Dinh Tien Dung sympathized for the obstacles of the locality. He praised the effective collection and management of local State’s budget. Regarding proposals for 2019, the central government shall balance the estimation for localities including Binh Duong.
