Based on the Government Resolution No.78/NQ-CP dated Sept. 10, 2003 on land using planning till 2020 and land using plan in the period of 2011-2015 as well as demand on land using of agencies and sectors at all levels and capacity of investment and capital mobilization for works and projects, the provincial People’s Committee set up list of annual projects and works at district level. According to the provincial People’s Committee, effective implementation of projects and works will contribute to spur local development of socio-economy in modernization and industrialization.
Conditions in conformity with plans and planning
Phu Huu Minh, vice director of the provincial department of Investment and Planning said that in the year of 2015, the local administration will expectedly implement 44 works for the goal of national defense and security on the area of 224ha.
Of these, Thu Dau Mot city will have 4 works, Thuan An town 6 works, Di An town: 2, Tan Uyen town: 3, Ben Cat town: 11, North Tan Uyen district: 4, Bau Bang district: 8 and Phu Giao district: 2.
Also in 2015, the province will have 5 works approved by the Prime Minister with the area of 280.2ha. thety include Tan Binh industrial park, 500KV Pleiku-My Phuoc-Cau Bong electricity line; Thu Dau Mot University, Medicine and Pharmacology University and more.
Besides, in the year of 2015, the number of works and projects ratified by the provincial People’s Council will consist of 323 works with the total area of about 2,151.26ha. According to Minh, setting up list of projects and works for district level is very essential to specify demand of land using. In addition, management of works and projects will be carried out on annual plan of land using in conformity with plans, planning, urban areas and new rural communes.
Binh Duong will be the central urban area prior to 2020, according to the Government Prime Minister’s Decision on overall planning of Binh Duong provincial socio-economic development till 2020 and supplementary planning till 2025. The Prime Minister’ decision also specifies that once to be central city, Binh Duong will be one of the Southern key economic zone’s big industrial center and become industrial and urban city in the trend of civilization and modernity. As such, Binh Duong’s annual work will contribute to develop infrastructure facility, spur local economic development.
Rapid acceleration of works’ progress
In order to effectively implement list of projects and works, Binh Duong provincial administration needs to set out solutions of management. Accordingly, the provincial People’s Committee steered departments, agencies and People’s Committee at all levels to follow the set plans of land using as well as start projects of 2015.
In addition, the provincial People’s Committee asked agencies at all levels to spur building progress of projects and works.
Phu Huu Minh said that in the coming time the provincial department of Planning and Investment would cooperate with functional agencies and People’s Committee at all levels to well implement compensation and site clearance for projects and works approved by the Government and provincial People’s Council.
Moreover, the local department accelerates land auction to increase budget collection for key works and projects. In addition, the department will focus on steering capital allocation and completing these works in time.
