Effectively attracting high-tech FDI projects

To enhance competitiveness in attracting foreign investment projects in high-tech industries, Binh Duong is focusing on upgrading existing industrial parks (Ips) and investing in new-generation IPs. At the same time, the province prioritizes the development of high value-added sectors, reducing production costs and proactively producing and exporting goods that apply advanced science and technology, based on fully leveraging its outstanding potential and competitive advantages.

Abundant potential and advantages

Binh Duong is a leading industrial province with 29 Ips, covering nearly 13,000 hectares of planned area. It ranks among the top localities in Vietnam in terms of foreign direct investment (FDI) attraction, with over 4,500 projects from 65 countries and territories, total registered capital of more than US$ 42.7 billion. Among them, there are large-scale investment projects from world-renowned corporations such as Tokyu, Aeon and Mitsubishi (Japan); Lego and Pandora (Denmark); Procter & Gamble and Warburg Pincus (USA); Kumho (South Korea); Mapletree and CapitaLand Development (Singapore) among others.

Along with increase in the number of projects, in recent times, FDI projects in the province have also undergone a qualitative transformation, becoming greener, smarter and of higher quality. Many projects in technology, processing, manufacturing and energy have emerged as leaders in the province’s industrial sector, gradually replacing earlier projects with lower value addition. Identifying high-tech industry as a key driving force for the province’s sustainable socio-economic development, Bui Minh Tri, Vice Chairman of provincial People's Committee affirmed that Binh Duong’s industrial development orientation gives priority to attracting investment in high-tech, semiconductor industries, green energy, green economy, and circular economy.The province also focuses on advanced, environmentally friendly technologies that are less labor-intensive and generate high value addition; financial services, logistics and other modern services; auxiliary  industries; high-tech agriculture, especially, investment in science and technology Ips.

Recently, at a meeting with provincial leaders to explore investment opportunities in Binh Duong, Ryan Sim, Regional Director for Asia-Pacific and Japan of Advanced Micro Devices (AMD, the USA) shared that AMD is one of the world’s leading technology corporations in semiconductors and artificial intelligence (AI). The company’s current market capitalization is around US$ 200 billion, with strategic products, including EPYC processors, Instinct GPU accelerators, dedicated platforms for AI, HPC, Cloud, and Edge Computing. Mr. Sim expressed his impression with Binh Duong’s development. With over 50 years of innovation, AMD’s semiconductor and AI technologies are now foundational for supercomputing, generative AI, defense, smart government and global data centers. He also expressed the corporation’s desire to cooperate with Binh Duong in areas aligned with both sides’ development orientations such as high-tech industry and science-technology R&D.

Creating a new "magnet" for investment

In the first five months of 2025, Binh Duong attracted over US$ 850.6 million in FDI. Currently, the province is home to 78,418 domestic enterprises with total registered capital of more than VND 879.991 trillion and 4,512 FDI enterprises with total registered capital exceeding US$ 42.7 billion. High-tech and processing-manufacturing industries continue attracting the most investors. These results show that Binh Duong is welcoming a new wave of FDI, especially in semiconductors, information technology, automation equipment and new technology manufacturing.

Eastern International University takes lead in training high-quality human resources for the province

To enhance its appeal to FDI enterprises in high-tech and digital industries, Binh Duong aims at developing 10 new IPs by 2030, especially next-generation smart IPs focused on mechanical engineering, science and technology and IT towards smart manufacturing. Existing IPs will also be expanded with higher technological standards.

Provincial master plan for the 2021–2030 period, with a vision to 2050, outlines a strategy to renew the development ecosystem by successfully transitioning from extensive to intensive growth through innovation, modern science and technology, and widespread digital transformation in production and governance—improving growth quality and efficiency. It emphasizes the development of a new innovation-driven ecosystem with well-prepared land resources, technical infrastructure and social infrastructure.

Additionally, Binh Duong is concentrating on upgrading existing IPs and developing new-generation IPs such as Vietnam-Singapore III IP, Urban-Service IPs, Cay Truong IP and the centralized IT zone, which is expected to create a comprehensive ecosystem for technology and knowledge-based operations. These IPs are anticipated to play a leading role in transforming traditional IPs into smart ones, gradually establishing a strong scientific foundation to master and produce next-generation manufacturing tools, seizing new opportunities in the digital age and Industry 4.0.

Currently, provincial People’s Committee is directing departments and agencies to coordinate with Becamex IDC to accelerate the development of a centralized IT park spanning 220 hectares. Priority investment sectors include software development and applications, IT and telecommunications services, R&D, training and development of IT human resources and green industries.

According to provincial leaders, Binh Duong is committed to developing high value-added industries, reducing production costs, actively producing and exporting high-tech products by maximizing its potential and competitive strengths. The province is implementing comprehensive solutions with a focus on key areas such as removing institutional barriers, creating a favorable environment for business and investment, promoting R&D and developing high-quality human resources to meet the demands of the IT and semiconductor industries. Binh Duong also continues prioritizing the development of eco-industrial parks, high-tech IPs and mechanical IPs as the foundation for a new-generation industrial ecosystem that strongly attracts investment.

Binh Duong is actively expanding and upgrading existing IPs while developing new ones to attract more foreign investment. The focus is on building green, smart IPs capable of providing Industry 4.0 infrastructure such as IoT, Big Data, etc., enabling investors to quickly and efficiently deploy smart factories and intelligent production models, thereby contributing to increased labor productivity within the province.
