Binh Duong Province bears the greatest pressure ever on environment protection to sustain 37 operating industrial parks and clusters and nearly 20,000 multi-sectional enterprises. However, during its industrial development, Binh Duong Province keeps orienting its economic development to sustainable and environment-friendly manner by proper regulations and policies in the development status of the locality. Environment Protection Fund is one of the helpful tools for the province to resolve environment issues in the face of growing industry.
Enterprises accessible to funds
In 6 years, the fund has disbursed VND 90 billion supporting tens of projects to renovate environment protection system of enterprises in industrial parks and clusters in the province.
A company representative in Viet Huong Industrial Park said with delight: “We have just disbursed VND 4.4 billion of equipment for water treatment station in Viet Huong 2 Industrial Park, upgrading its capacity of 2,000 cubic meters per day night to 6,000 cubic meters per day night to sustain tens of operating enterprises in Viet Huong 1 & 2 Industrial Parks. And, this is not the first time that the company is defendant on Environment Protection Fund. In the beginning of 2012, the company was offered loans of VND 3.4 billion of the fund to renovate water treatment station in Viet Huong 1 Industrial Park. In 2013, a member company was offered VND 1.7 billion of loans to build up its 600-cubic-meter per day night industrial wastewater treatment system. Comparing with 1996 when Viet Huong Industrial Park was put into operation, the wastewater treatment system has been transformed dramatically from 1,000 cubic meters per day night to 8,000 cubic meters per day night, assuring wastewater treatment for nearly 100 on-site operating enterprises.

The responsible and robust wastewater treatment before releasing to the environment has been highly appreciated in terms of the company efforts and the effects of Binh Duong Provincial Environment Protection Fund.
Along with major enterprises, tens of small and medium sized enterprises have been beneficial of Environment Protection Fund. The preferential interest rate of 4.5% per annum is very helpful for enterprises to build up wastewater and waste treatment system for its operations and environment protection.
More funds needed
Mr. Nguyen Hong Nguyen, Deputy Director of Binh Duong Provincial Department of Natural Resources and Environment evaluated that the loans needs for construction and equipment of waste treatment system of the enterprises are great. Environment Protection Fund has been righteously built up and, in the future, should be of more offerings to satisfy such needs.
A manager of HHP Company in Di An Town considers Binh Duong Provincial Environment Protection Fund as an essential tool and the care of local authority for the enterprises. HHP Company is greatly beneficial of the preferential loans from the fund. In 2012, HHP Company got loans from the fund to build up its wastewater treatment system of 100 cubic meter per day capacity. As the company develops, its needs for waste water treatment increases. Currently, HHP is constructing a project to elevate wastewater treatment capacity to 3-4 times to ensure environment safety during production process.
Managers of many other enterprises inform that the interest rate of 4.5% of the fund is much lower than banks’ which is 10-12% per annum. This should encourage the enterprises to invest into constructions and equipment to treat the waste before releasing to the environment. Binh Duong Provincial Environment Protection Fund will lure attention of enterprises as a promoting and preferential resource for environment protection.
Nguyen said that the loans are effectively used by the enterprises which eventually fulfill their repayments. However, to initiate expansion, the fund should be financed by more sources including the enterprises, domestic and foreign organizations to be hand in hand with Binh Duong Province and local enterprises in environment protection.
