In his recent visit to Binh Duong, Cao Duc Phat, Minister of Agriculture and Rural Development said that many localities have so far excelled at realizing the National Target Program on New Rural Construction, but Binh Duong was very impressive with good ways.
Strong investment in new rural construction
As of late 2014, Binh Duong spent more than VND2,019bln on carrying out its new rural construction program. This was seen an very impressive figure of the province amids facing difficulties in allocating investment capital for great construction projects…
A rural road in Dau Tieng district’s Long Tan is under expansion
According to Minister of Agriculture and Rural Development Cao Duc Phat, most localities have awaited central capital to carry out the new rural construction program. There were only some like HCM city, Binh Duong, Hai Phong, Ha Noi…spending a large amount of local State budget on the program. The most noticeable locality was Binh Duong with VND881bln in 2014.
To fulfill the set targets in 2015, Binh Duong will mobilize capital sources to execute the program with works valued over VND1.99trillion, including VND511.4 from the local State budget. In the 2016-2020 period, total investment capital for the program in the province will amount to nearly VND3.95trillion, including around VND1,010 from the local State budget. This shows that Binh Duong is very determined to complete its set targets on new rural construction.
Binh Duong is also very successful in mobilizing enterprises and locals to take part in the program. More than VND927bln was mobilized to carry out the program from them over the past time. Besides, using capital sources effectively together with locals’ high consensus has brought a new image to Binh Duong’s countryside.
More efforts
To date, 85.5% of rural roads in Binh Duong has been covered by asphalt and concrete. There are now 99.1% and 100% of people in the rural region in use of the national power grid; mobile, wireless fixed telephone and internet services via many forms, respectively. The rate of poor households in the province is only 1.52% of total.
According to Mr.Phat, Binh Duong is a new role-model for other localities to follow. The province has created a lot of breakthroughs in the National Target Program on New Rural Construction. Noticeably, the province has realized the program by good ways, which will be researched for replication by the Ministry of Agriculture and Rural Development.
For the program getting better results, according to him, Binh Duong needs to speed up propaganda work, strengthen the movement of “All people joining hands in new rural construction”, control over the use of capital sources…If so, Binh Duong will soon fulfill its program on new rural construction.
