Part 1: Getting more thriving
Binh Duong has made great efforts to be able to soon fulfill the local targets in the National Target Program on New Rural Construction. This has contributed to changing the local rural image and raising locals’ material and spiritual lives.
Obvious changes
The image of Binh Duong’s rural regions has recently reached obvious changes. After the Government’s Resolution No.136/NQ-CP on adjustment of Ben Cat district’s administrative boundary to set up Ben Cat town; adjustment of Tan Uyen district’s administrative boundary to establish Tan Uyen town and set up 16 wards under Ben Cat, Tan Uyen, Thuan An towns and TDM city was issued, the People’s Committees at all levels of the province have strengthened their management apparatus and given advice for provincial People’s Committee in promulgating effective and timely instruction documents for the local new rural construction program.

Over the past time, provincial Steering Board of the New Rural Construction Program continuously mobilized many social resources to promote the program. The program also received contributions by locals.
The province has so far outlined and effectively carried out action programs on further improving collective economic models; promoted urban agricultural models and hi-tech ones; made development plans on market, supermarket, trade center system till 2020…The whole province is now home to 1,068 farms with a total area of 10,698 hectares. In the rural areas of the province, there are also 24 agricultural cooperatives with total investment capital of VND4.5bln; 245 cooperation groups in effective operation, contributing to changing the local rural image.
According to Nguyen Thanh Nhan, a resident in Tan Uyen town’s Thanh Hoi commune, this is a right policy of the Party and State and Binh Duong has applied it creatively with many good ways…
Not chasing achievements
In 2014, Binh Duong continued considering and recognizing additional 7 communes as new rural ones, including Dinh Hiep, Dinh Thanh, Long Tan in Dau Tieng district; Long Nguyen in Bau Bang district; Tan Long, Tan Hiep in Phu Giao district; Thanh Hoi in Tan Uyen town. The province has to date had a total of 11 communes meeting criteria of new rural ones.
The province will strive to get additional 19 communes satisfying criteria of new rural ones in 2015 and there will be all 49 communes recognized as new rural ones between 2016 and 2020.
Possibly speaking, the National Target Program on New Rural Construction in the province has contributed to taking care of the local people’s lives. As of late 2014, the average income per capita in the rural regions of the province was VND31mln.
The program has also been linked with many other great projects, helping the rural image of the province get more thriving.
Tran Van Nam, Permanent Vice-Chairman of provincial People’s Committee said that the province made efforts in fulfilling the set targets in the new rural construction program between 2013 and 2014, but there were shortcomings for change. To him, the most important thing is that the program must actually create good effects for the entire society, change the material and spiritual lives of people in the rural regions and contribute to bringing Binh Duong a civilized and modern image in the future.
