Binh Duong Customs Department has developed many solutions such as promptly removing obstacles for businesses, always supporting and accompanying businesses with the biggest goal of stabilizing and restoring production activities for businesses to maintain sustainable import and export. Up to now, import and export activities are being restored to achieve positive results.
To achieve the set target in 2022, Binh Duong Customs Department is actively implementing many solutions to collect state budget and facilitate import and export activities.
Facilitating import and export activities
In 2022, Binh Duong Customs is assigned the target of State budget collection by the General Department of Customs of VND 17,800 billion. Right from the beginning of 2022, Binh Duong Customs Department has developed a very specific plan and action program to support enterprises with import and export activities in the area. Based on the direction and guidance of the General Department of Customs, the unit has developed and implemented key programs and plans to perform the task of budget collection. In particular, it focused on two main groups of solutions of maintaining revenue, preventing revenue loss, supporting and accompanying businesses to expand revenue resources and attract new businesses.
As a result, in the first 6 months of 2022, the province's import-export turnover has grown significantly as the province's total import-export turnover has reached nearly USD 32 billion. In which, export turnover is estimated at more than USD 19 billion, increasing by 10% over the same period in 2021; import turnover is estimated at USD 12.792 billion, decreasing by 5.8%; a trade surplus of nearly USD 6.4 billion was maintained. The total state budget revenue from import and export activities in the first 6 months of 2022 of the unit reached VND 10,805 billion, reaching 60.70% of the estimation or 56.86% of the target, an increase of 3.27% compared to the previous period in 2021.
Budget revenues from import and export activities show very positive changes in the process of economic recovery of the province. Mr. Nguyen Thanh Binh, Deputy Director of Binh Duong Customs Department, said that thanks to the control of the epidemic, the economy has gradually opened up, production and business activities are gradually stabilizing. Binh Duong Customs Department continues to accompany the business community to move to a new stage, stabilize production and business to promote import and export activities in the province.

In 2022, the customs sector will continue to carry out key tasks, towards the goal of paperless customs and successfully build digital and smart customs by 2030. To accelerate progress of declaring tasks and solutions for digital transformation, Binh Duong Customs Department is keeping on to promote the provision of levels 3 and 4 online public services in the financial sector, striving to apply 100% for public services to the people. Accordingly, the unit is propagating and facilitating people and businesses to accelerate the progress of non-cash payment, developing e-commerce and implementing a program to support businesses in digital transformation in 2021-2025 according to the roadmap of the General Department of Customs.
Recently, Binh Duong Customs Department held two dialogue sessions with Taiwanese and Korean businesses. These are also two of the largest investment countries and territories in the province. At the conference, Binh Duong Customs Department propagated and disseminated to enterprises the new regulations on Decree 18/2021/ND-CP to maintain and improve the application of the VNACCS/VCIS electronic customs clearance system, support satellite software, promote the deployment of the electronic positioning seal system, and provide online public services to help reduce paper documents, reduce travel costs for businesses, shorten customs clearance time, contribute to transparency in customs operations.
According to Mr. Kim Jin Woo, Deputy President of the Korea Investment Business Association, the free customs declaration software will bring many benefits to the business community, helping to save the cost of investing in machinery and equipment and software license costs. At the same time, the new software also helps businesses to early access and be proactive with changes in the customs industry when implementing the digital customs system and smart customs model.
Through these dialogues, the provincial Customs Department grasped the operation situation to promptly encourage and mitigate difficulties to take measures to actively support businesses and investors in their import and export operations, continue to support enterprises to quickly clear goods, refund tax in time and facilitate enterprises to reinvest in production and business activities. According to Deputy Director of Binh Duong Customs Department Nguyen Truong Giang, in the first months of 2022, import and export turnover and tax collection through the areas managed by the unit had achieved positive results, demonstrating the development of the community of co-enterprises in the area.
Mr. Nguyen Truong Giang emphasized: “Binh Duong Customs Department will continue to accompany businesses to promptly handle difficulties and problems, quickly clear goods to help businesses feel secure to maintain production, trade, import and export goods. To achieve the goals set out in 2022, Binh Duong Customs Department will keep on to implement synchronously and effectively solutions to promote administrative reform and customs procedures in the direction of electronicization in accordance with international standards.”
In 2022, Binh Duong Customs Department is tasked with collecting VND 17,800 billion to submit to the State budget and striving for VND 19,000 billion. By June 15, Binh Duong Customs Department had handled more than 878,403 customs declarations of 5,944 enterprises. The total state budget revenue from import and export activities in the first 6 months of 2022 of the unit reached VND 10,805 billion, reaching 60.70% of the estimation or 56.86% of the target, an increase of 3.27% compared to the same period in 2021.
