In the period of 2020-2025 and the following years, Ben Cat town has implemented a project on improving the quality of urban development, serving as a basis for aiming to be recognized as a second-class city, a smart- modern city and enhancing the living quality of the local people.
Completing criteria
On the basis of implementing the local urban development program for the period of 2016-2020 and master plan for socio-economic development to 2025, Ben Can town has set up plans to improve the quality of urban rejuvenation, develop high-quality services for industrial and urban development as a basis for the town to be recognized as a third-class city. As of now, the town has basically completed the set target. Specifically, the town has invested in the construction of 106 out of 138 items; attracted 31 housing development projects; called for investment in socialization of 4 preschool projects, 2 university projects..., greatly contributed to promoting the local economic restructuring towards industry 75.45% - service 24.2% - agriculture 0.34%...

In addition to the above results, the town also invested strongly in developing traffic infrastructure, connecting smoothly and synchronously with key routes passing through such as Binh Duong Boulevard, DT741, DT744, My Phuoc - Tan Van , Belt 4... The inner-town roads, namely April 30, Hung Vuong, Ngo Quyen, 7A, 7B… were also invested and expanded, creating conditions for the town to easily connect with industrial parks, urban areas in the southern region of the province, connecting with Ho Chi Minh city, Binh Phuoc province, the Central Highlands provinces. All have created a premise for the local socio-economic development in a sustainable way with the new role and position in relationship to localities in Ho Chi Minh city and Binh Duong province, step by step becoming one of the province’s major economic centers, creating a driving force for the development of the northern region of the province, contributing to improving the material and spiritual lives of the local people.
Along with aspects achieved, there are still certain shortcomings for change. The management and implementation of the planning is sometimes not tight and inconsistent. The regulations on management of architectural planning still have some shortcomings and are not suitable with the local socio-economic situation and people’s needs for construction. The development of infrastructure works and investment capital mainly still depends on the medium-term public investment plan, which has not yet met the local needs for development and brought into full play its available potential and advantages…
Synchronizing solutions
Ben Cat town has continued mobilizing investment resources to build and develop it into an industrial and service city with civilized and sustainable development; concentrated on developing the western, northwestern regions of the town. In the period of 2021-2025, priority is given to investment in upgrading An Dien and An Tay communes into wards, and developing Ben Cat as a second-class city. The town will focus on developing and improving the quality of human resources, building a contingent of qualified leaders and managers meeting the requirements of integration and development under the trend of the industrial revolution 4.0.
On the other hand, the town will further arrange space and allocate resources for socio-economic activities in synchronization with the planning at all levels decided by competent State agencies towards the goal of sustainable development on all three pillars: Socio-economic and environment; ensure the linkage and synchronization, effectively tap and use the local existing infrastructure system among sectors and inter-district regions and localities. Along with that, the town will develop and concretize guidance views on socio-economic development, ensuring social welfare; allocate, exploit and effectively use natural resources in association with preserving historical - cultural values and natural heritages for present and future generations; realize application of modern technology, digitization, information and database in the planning process.
Nguyen Trong An, Chairman of Ben Cat town’s People's Committee said that in order to well fulfill the above objectives, the town’s People’s Committee will further implement synchronous solutions in the coming time; continue reviewing and improving the quality of planning formulation, implementation and management under the local master plan adjustment until 2040; adjust the zoning planning of wards and make the zoning planning of communes; set up the adjustment of regulations on management of the local urban planning and architecture in line with development orientations in the coming time; develop a synchronous and modern transport infrastructure system in accordance with the planning. In addition, the town will focus on urban construction towards a green, sustainable, synchronous environmentally friendly city and foster a synchronous urban system with regulations on urban management under the smart city model in association with the Innovation Region.
