On the evening of November 4, a delegation from Binh Duong province, led by Mai Hung Dung, Member of provincial Party Standing Committee and Permanent Vice Chairman of provincial People’s Committee, attended the Intelligent Community Forum (ICF) Global Summit in Barcelona, Spain and the ceremony honoring the Top 1 Intelligent Communities of 2024 in Curitiba, Brazil.
Beginning a new journey
Since 2016, stemming from a vision of "the construction State", Binh Duong has implemented its Smart City Development Project, using the “Triple Helix” model with collaboration between university, government and business. Notably, Binh Duong’s Smart City initiative follows ICF’s criteria (Connectivity, Human Resources, Innovation, Digital Access, Incentives and Sustainability). Building a smart city is also the expression of the strong desire of generations of leaders and people of Binh Duong.

Speaking at the conference, Mr. Dung emphasized that thanks to the dynamism of provincial leaders, the pioneering role of Becamex IDC and the unified efforts of people and businesses, Binh Duong has developed strategic projects highly valued by the ICF. Binh Duong has been honored as one of the SMART 21 communities five times in a row and has ranked in the Top 7 three times. In October 2023, Binh Duong was recognized as the ICF’s Top 1 Intelligent Community in New York, USA. This achievement provides both an opportunity and a driving force for Binh Duong to establish new development strategies that align with international standards and the province’s smart city goals, aiming at balancing economic development with social progress and green growth, with citizens and businesses at the core—ultimately striving for the common prosperity of the community and Vietnam as a whole.
Being ranked as the ICF’s Top 1 Intelligent Community is also an opportunity for Binh Duong to connect, promote and showcase the province’s strengths and potential, elevating its brand in the international arena. Most importantly, it fosters unity and pride among residents for the Smart Community title that Binh Duong has strived to achieve over the past years. Binh Duong understands that reaching the ICF Top 1 is not the pinnacle or an endpoint, but this is the beginning of new, more dynamic, innovative and progressive journeys ahead.
Broad development and strong connectivity
Since early this year, Binh Duong province has launched numerous key activities, including the announcement of provincial planning for 2021-2030, with a vision to 2050; hosting the 2024 Horasis China Meeting; welcoming delegations from both domestic and international communities to exchange knowledge and learn about smart city development. Notably, Binh Duong has received enthusiastic support from leaders of the ICF and its members.
At the conference, Mr. Dung, Permanent Vice Chairman of provincial People’s Committee stated that provincial planning has set a target of developing Binh Duong into one of the most dynamic and comprehensive development centers in Southeast Asia by 2030. The province seeks to lead in science, technology and innovation; establish itself as a hub for modern industry and services and develop a synchronous, smart, and sustainable socio-economic infrastructure and urban system. Mr. Dung emphasized that Binh Duong has positioned itself within an extensive development network, fostering strong connections with both domestic and international partners.
