“Every year, there are 70-80% union locals holding cultural, sport activities; over 96% agencies, units and 80% businesses registering to achieve cultural standards”. These are targets set by provincial Labour Confederation in order to implement the 9th Central Resolution (term 11) in terms of forming, developing Vietnamese culture, people to meet the national sustainable development.
Increasing activities
Healthy playgrounds for provincial workers are in short supply. According to provincial Labour Confederation, the province has now 800,000 workers, including 85% workers coming from other provinces, cities; 80% workers are in ages of 18 – 25. Therefore, demand for cultural, sport activities is relative high, but there have been no cultural house or recreation area for workers.

For this reason, missions that were set up by provincial Labour Confederation while implementing the 9th Central Resolution were forming, enhancing cultural life’s quality, movements; diversifying cultural activities at businesses; organizing cultural shows performed by professional artistic troupes for workers at industrial parks (IP) to satisfy entertainment needs and orient cultural thoughts of workers.
Provincial Labour Confederation’s Vice Chairman Bui Thanh Nhan said, the confederation has cooperated with provincial Department of Culture, Sports and Tourism and some related sectors to increase education, cultural, sport activities at branches to develop industrial civilization, healthy lifestyle in workers; expand clubs of lodging house’s owners, cultural lodging houses; increase cultural, sport activities at businesses for workers.
Constructing a harmonious, solid labour relation
This is the most important mission of trade unions at all levels in order to construct a cultural environment at enterprises. Thus, democratic regulations need to be well implemented at businesses.
Mr. Le Thanh Lam, Trade Union’s Chairman of Vietnam Diamond Company at My Phuoc 1 IP in Ben Cat town, said, due to good implementation of democratic regulations through dialogue increasing, we have built up a harmonious, solid relation in the company”.
The company’s Trade Union has held discussions, talks between Board of Directors and workers. Thereby, workers could question about wages, bonus, allowances, overtime pay, … On the other hand, the company’s management could generalize requirements, targets in accordance with mutual benefits. This union branch also established a hotline to receive letters, claims from workers.
Nevertheless, some enterprises have ignored implementation of democratic regulations. During the first 6 months, the province had on 112 businesses holding worker conferences, including 17 state-owned enterprises, 21 private ones, and 74 foreign-invested ones. Some enterprises held worker conferences as a way to cope with customer’s requirement.
In the future, Trade Unions at all levels need to put more effort to carry out democratic regulations in businesses, build up a solid labour relation at IPs, lodging houses in order to satisfy spiritual needs of workers, helping them to work more effectively. This will be also a practical action to complete the 9th Central Resolution (term 11).
