Despite difficulties of economy, the provincial budget collection in the past 9 months of this year still gains 73.2% of estimate assigned by the central. This encouraging result will offer favorable conditions for Binh Duong province to complete the 2014 budget collection target.

Remarkable results
In the first nine months of this year, the total local budget collection estimated at VND23,000bil, reaching 73.2% of the central estimate and 73% of the provincial People’s Council’s estimate. Of this, domestic tax collection won VND16,000bil, accounting for 77.7% of the provincial People’s Council’s estimate, import and export tax collection at VND7tril, winning 77.8% of the central estimate and 77.8% of the provincial People’s Council’s estimate.
According to the provincial People’s Committee, thanks to implementation of extended policies, tax deduction and refund, exemption of domestic tax and export tax as well as favorable conditions of administration procedures relating to tax, customs, timely settlement of difficulties of production and business for enterprises, the local administration obtained the mentioned remarkable results.
Duong Hong Hanh, vice head of the provincial Customs Bureau said that the customs sector in general and the customs bureau in particular have successfully launched the first phase of automatic customs clearance system (VANCCS/VCIS) and prepared for the second phase of VANCCS/VCIS. Procedure of customs clearance via VANCCS/VCIS is very quick, minimizing costs and saving time and human resources for enterprises. Therefore, enterprises can implement customs declaration at any locations.
The local customs sector also launched tax collection and payment via commercial banks, offering advantages and shrink time of tax payment for enterprises. Accordingly, goods customs clearance will take place quickly and exactly.
In the first eight months of this year, the State budget collection and payment of the provincial Customs Bureau reached more than VND6tril, winning more than 67% compared with the provincial People’s Council’s estimate and 60% of the provincial People’s Committee’s targets. Possibly speaking, this result contributes to create success of local budget collection in the first nine months of this year.
Effectively implementing measures of budget collection
Based on the entrusted targets and set resolutions, the local leaders set out key tasks to effectively implement measures of budget collection, strive to get the entrusted estimates and more in the remaining months of this year.
According to Huynh Dinh Tri, vice head of the provincial Tax Bureau, the tax sector will focus on checking collection sources, especially big collection sources. In addition, the sector will adjust plans on budget collection for the newly-established districts as well as accelerate settlement of debts and ensure the entrusted plans’ completion.
In order to finalize the local customs’ sector, Mr.Hanh added that the sector will spur meetings and urge enterprises in the locality to expand export markets. The provincial customs bureau pledges to seriously implement its slogan of client service.
Addressing the meeting on ratifying the draft report of local socio-economic, national defense and security situation in the first nine months of this year, Le Thanh Cung, chairman of the provincial People’s Committee stressed that in the coming time the local administration will focus on solving enterprises’ difficulties to implement tax policies, tax deduction and more, rechecking collection and expenditure of budget and among others to ensure completion of budget targets set out in the year of 2014.
