Final part: Facilitating enterprises’ success
Over the past years, the Government and provincial People’s Committee have made greater efforts of administration reform to bring best efficiency for enterprises with the motto of “enterprises’ success is local’s success”. In the process of integration and development, business community always desires to enjoy stability in management policy to help enterprises develop sustainably.
Market economy – advantage for development
Pham Van Xo, head of Binh Duong provincial Club for Importers and Exporters shared that in the recent years, prestige and voice of Vietnam at international forums have been improved significantly. In addition, more and more nations and territories recognize and support Vietnam’s market economy. This is a great advantage for Vietnamese economy in general and business community to integrate better and enjoy more favors after negotiation and integration promotion of the Government.
Tran Ngoc Liem, vice general director of VCCI’s Ho Chi Minh city branch said that there are many advantages and interests after process of international economic integration through the free trade agreements. Specifically, Vietnam enjoys tariff preference of 5-30% in 37 nations. This is a big competition for enterprises to participate in the world market.
Spurring administration reform
Over the past years, the Government and the provincial People’s Committee have made efforts of administration reform to save time and cost for business community. Le Thanh Cung, former chairman of the provincial People’s Committee stressed “the provincial People’s Committee offers favorable conditions from technical infrastructure to instruction and policy to urge investors. We always focus on solving enterprises’ difficulties and consider enterprises’ success as our success”.
Le Thanh Cung’s affirmation showed that through granting of investment certificates and project assessment, competent agencies such as the provincial department of Planning and Investment, provincial Industrial Parks’ Management Board, Taxation, Customs and more not only apply ISO standard but launch modernization of administration procedures. And, Binh Duong Customs is a typical example.
Since the end of 2014, Binh Duong Customs has applied mobile container machine to save cost and time as well as applied VNACCS/VCISS system.
With its effort, Binh Duong Customs was awarded the title of Vietnamese Customs sector’s leading flag by Vietnamese General Bureau of Customs.
Re-structure to increase competition
As a chairman of Binh Duong provincial Logistics Association, Pham Van Xo shared that goods transportation and logistics have contributed importantly to enterprises’ success in the industrial economy. At present, most of the 100% of domestic enterprises have possessed ports, warehouses while 100% of foreign companies have grasped transport market.
Huynh Quang Thanh, chairman of Binh Duong woodwork processing association affirmed that integration contributes to improve competition for commodities and bring preference of tariff for enterprises. However, enterprises must mull over to grasp regulation and market change to minimize difficulties.
Aside from advantages, there remain disadvantages. Therefore, enterprises and leaders of associations desire the State agencies to set out technical barriers to protect domestic enterprises. Nguyen Thanh Trung, general director of Ton Dong A JSC said that integration should have technical barriers. More importantly, the State has to assess projects closely before granting certificates. This helps to minimize violations and wrongdoings.
