Establishment of industrial parks accelerated to planning

According to the latest industrial park development plan of the province, by 2030 there will be 43 industrial parks with a total area of about 18,600 hectares. Among them, 33 industrial parks will continue to be implemented according to the previous plan, with 27 existing industrial parks occupying a total area of approximately 10,283 hectares, and 6 industrial parks included in the national plan, along with preparation for investment in 10 proposed new industrial parks.

Complete infrastructure

To enhance competitiveness, Binh Duong is focusing on attracting investment into planned industrial parks. According to provincial leaders, with planning orientations, Binh Duong is allocating 20,000 hectares for urban development and 25,000 hectares of land for industrial development. According to the Department of Planning and Investment, the provincial planning for the period of 2021-2030 with a vision to 2050, has almost completed its final steps. It is expected to be submitted to the Prime Minister in June.

With the goal by 2030, to build and develop Binh Duong into one of the dynamic, comprehensive development centers, modern industrial and service, sustainable urban development according to the green growth model, in the period 2020-2025, the province focuses on attracting investment in industrial zones, accelerating the implementation progress, investing in infrastructure construction, researching and forming the Science and Technology Industrial Zone. The province will accelerate the establishment of high-tech industrial parks and supporting industries. At the same time, it will formulate policies and implement support to encourage the transformation of industrial production facilities in the South into developing commerce, services, urban areas, and high-tech industries in line with the planning.

Binh Duong Industrial Park of An Binh ward, Di An city is the first industrial park to undergo functional transformation and pilot relocation. Established in 1993 and covering an area of 16.5 hectares, Binh Duong Industrial Park currently houses 11 operating businesses to provide employment for over 2,000. To date, both the industrial park investor and businesses have agreed with the plan to convert functions and relocate factories to the northern area of the province.

Mr. Nguyen Trung Tin, Head of the Industrial Park Management Board of the province, stated that Binh Duong is accelerating, rapidly expanding the area of industrial parks according to the approved planning by the Prime Minister. Immediately after the Provincial People's Council approved the industrial park planning project VSIP III (Phase 2), with over 800 hectares and the Cay Truong Industrial Park with 700 hectares, these industrial parks are completing infrastructure, readying clean land to attract new capital influx. To promote and expand business and investment opportunities for FDI enterprises to come and bond with Binh Duong, in the period of 2023-2025, Binh Duong will invest in 2 industrial parks, with a total land area of about 1,000 hectares. In the period of 2026-2030, the province plans to invest in 8 industrial parks with a total area of about 6,000 hectares.

The elevation of competitiveness and sustainability

The reality shows that traditional industrial zones with only manufacturing plants are gradually losing their competitive advantage. Instead, the trend of developing industrial zones focusing on green and sustainable factors is attracting many investors both domestically and internationally. According to experts, the model of industrial park development towards multi-industry, multi-sector with the main development motivation based on the potential of land gradually no longer suitable in the current context. Therefore, the construction and development of high-tech industrial park models, eco-industrial parks etc. to meet the requirements of green economic development is very necessary.

Mr. Pham Ngoc Thuan, CEO of Becamex IDC, believes that smart-ecological industrial parks are one of the important and necessary new ecosystem models to complement the existing Industrial-Urban-Service model. "In the future, traditional industrial parks will gradually lose their competitive advantages. The replacement for this group is industrial parks focusing on green, smart, and sustainable factors, high-tech projects using clean materials, reducing carbon emissions into the environment,” Mr. Pham Ngoc Thuan said.

According to Mr. Pham Ngoc Thuan, investors, especially FDI enterprises, must meet stricter requirements for clean products (from raw materials to production and supply) and have clear origins to be accepted into the global value chain, enhancing competitiveness. Therefore, upgrading existing industrial zones becomes smarter, with the ability to provide Industry 4.0 technologies such as artificial intelligence, big data etc. to help businesses easily transition to smart factory models, smart production to increase labor productivity.

In accordance with the provincial planning for the 2021-2030 period, with a vision towards 2050, Binh Duong province is expected to continue investing in new and expanding existing industrial zones, but aiming for higher standards in terms of science and technology, environmental protection. Particularly, the province focuses on developing an industry linked with urban - service areas to meet increasingly stringent standards of international investors. The construction of new-generation industrial parks is considered a solution not only to overcome limitations and shortcomings in environmental issues, reduce resource wastage, but also to promote sustainable growth. Developing green industrial zones also helps localities engage in cleaner production activities, aiming to achieve the commitment to reduce carbon emissions to zero by 2050.

During the period of 2023-2025, Binh Duong province plans to invest in 2 industrial zones, with a total land area of about 1,000 hectares, including a mechanical engineering specialized industrial zone covering approximately 800 hectares, aiming to attract automotive mechanical industries to lay the groundwork for the province's industrial development towards high technology, automation with less reliance on labor. In addition, Tan Lap I Industrial Park is being implemented with an area of 200 hectares to attract the furniture industry. In the period of 2026-2030, 8 subsequent industrial parks mainly in the districts of Bac Tan Uyen, Dau Tieng, and Phu Giao will be deployed to comprehensively develop the province's industrial sector with a newly planned area of over 6,000 hectares.
