To help farmers actively improve financial losses caused by natural calamities and epidemics as well as ensure rural social welfare, the PM issued Decision No.315/QD-TTg on implementing agriculture insurance program in 2011-2013 on a trial basis. The decision will take effect from July 1, 2011 to late 2013.
Foot and mouth disease in pig is under agriculture insurance program.
Under the mentioned decision, some localities in every province and city will be chosen to launch the project. Under the decision, there are three main categories of coverage, including cultivated crop (rice), domestic animals (buffalo, cows, pigs and poultry) and aquaculture (tra and basa fish, black tiger shrimp and white leg shrimp). Damages caused by natural calamities or epidemics will be prioritized for coverage.
The list of natural risks subjected to insurance covers floods, damaging cold, frost, and epidemics like blue-ear pig disease as well as foot and mouth disease.
Agricultural organizations, households and individuals have to meet four conditions of insurance subjects, insurance rights, participation into agricultural insurance and payment of insurance fees, and real production.
The State will subsidize 100 percent of insurance premiums for poor agriculture households to join the pilot agriculture insurance program. Meanwhile, those not listed as “poor households” will have 60 percent of their insurance premiums subsidized. Agriculture production organizations will have 20 percent of their insurance premiums covered.
Under the decision, Binh Duong farmers will enjoy pilot agriculture insurance program for buffalo, cow, pig and poultry. Provinces enjoying pilot insurance subjects like Binh Duong include Bac Ninh, Nghe An, Dong Nai, Vinh Phuc, Hai Phong, Thanh Hoa, Binh Dinh and Ha Noi.
