Towards urban and hi-tech agricultural production, apart from central policies, Binh Duong over the past time promulgated a lot of support policies for farmers. But, there are still shortcomings in the process of realizing these policies.
Flexibility in providing invoices, documents
At a seminar on urban and hi-tech agricultural development policies just held by provincial Farmers’ Association, one of regulations in the local support policies for farmers is that farmers need to have invoices and documents in basic investment for production, which is the foundation for loan disbursement. But, they find it difficult to realize this regulation as not all preparatory steps for production have invoices and documents.
Nguyen Huu Van, the owner of a farmstead in Phu Giao district’s Phuoc Hoa commune said that for building workshops, buying equipment, machines from companies, requiring invoices is reasonable for farmers. But, farmers find it difficult to have invoices in hiring laborers.
Or, according to Le Van Dat, Deputy Head of Binh Duong’s Club for Orchid Farms said that valued added tax (VAT) will be imposed on nurslings if being sold for members of the club. And if buyers are not members, there will be VAT. If VAT imposed on nurslings is reduced when being sold for outsiders, farmers will get more expenditure to better tend their orchid gardens.
Creating the best conditions for farmers to approach loans
Many new cooperation models in agricultural production have recently loomed large across the province. The cooperation model between the State, scientists, businesses and farmers is a typical example for this. Credit is seen as a decisive element for operating the model.
But now, the value of assets, particularly in farming land as security for loans is not enough expenditure for farmers to realize production models. To get preferential loans from provincial Development Investment Fund, farmers have to prove the feasibility for their plans. Whilst, agricultural production depends on objective elements like weather, consumption market…Hence, along with removing queries in the process of disbursing preferential loans for farmers, the local functional agencies need to carry out many other credit resources. This will contribute to facilitating the local farmers’ production.
Phan Van Chien, Deputy Director of provincial Development Investment Fund said that farmers only need to have detailed rolls or commercial contracts between the two sides and then hand in them to the local government for authentication in order to fulfill necessary procedures for loans from the fund. Meanwhile, assessing the value of farming land to get loans from the fund must comply with the regulations of provincial People’s Committee in each period. To increase the level of loans, farmers need to enumerate many other valuable assets associated with their farming land. Farmers will also receive advance on their loans from the fund if sufficiently providing relevant invoices and documents.
