Binh Duong is a locality with high industrialization pace and gets a strong attraction in FDI. In the first 2 months of this year, Binh Duong attracted 22 new projects and 18 capital-raised ones with the total capital of more than US$720.4mil. In the meantime, the whole of the country lured only US$830.9mil in FDI with 122 projects. It is obvious that Binh Duong is still an attractive destination for investors.
Tran Thanh Trong, general director of Sang Ban Mai JSC said “Decrease on Binh Duong’s CPI ranking is a problem. But I still highly appreciate the province’s investment environment. Scope of PCI assessment is very narrow and only focuses on small enterprises. For example, Sang Ban Mai JSC and companies belonging to the Electronic-Mechanic Association have never been assessed by the CPI survey organization. Therefore, the provincial People’s Committee should promote the provincial Integrated Administration Center’s advantages to publicize further administration procedures for businesses. In addition, the local administration needs to steer functional agencies such as public security, fire fighting and prevention, tax, environment and so on to expedite inspections and help businesses improve difficulties”.
Reps of some businesses under operation in Binh Duong province, most of them highly appreciate Binh Duong’s production and business environment and believe in the future efficiency in the locality.

According to the senior economic expert Pham Chi Lan, up to 78.64% of businesses in the whole of the country under survey said that it is necessary to have relationship to approach information, a 17% increase from 2009, the highest rise level in the past 6 years. This is a concern because transparency is one 2 important indexes, accounting for 20% of the PCI.
At present, the provincial People’s Committee has made the effort to improve PCI 2014 in a bid to reinforce trust of businesses. The provincial People’s Committee chairman Le Thanh Cung said “PCI steering board including agencies and localities have expedited measures to re-train and standardize official staff. The local administration has focused on fostering career morality and behavior culture and so on to help official staff and public employees grasp the Party and State’s instructions and policies. In addition, agencies and localities need to strengthen internal inspections and supervise cadres and public servants to find timely out and strictly solve violation cases”.
In order to improve transparency, the provincial People’s Committee chairman Le Thanh Cung set out solutions of offering more information for businesses. “Functional agencies should spur further information announcement on planning, developing plans of industrial parks and compounds and localities; laws, decrees and legal documents for businesses via websites. In addition, the agencies need to encourage departments, agencies, People’s Committees of wards, communes and districts to set up information pages in a bid to publicize administration procedures, helping enterprises easily approach and access information websites for the sake of a better business environment for investors”.
