In accordance with the Resolution of the 12th Congress of the Bac Tan Uyen District Party Committee for the term 2020-2025, Bac Tan Uyen District Party Committee has established Program No. 04-CTr/HU, dated August 10, 2020, aimed at advancing high-tech agriculture in Bac Tan Uyen District for the period 2020-2025. The outcomes indicate a significant enhancement in the awareness of both the political system and the populace regarding the position, role, and importance of agriculture, farmers, and rural areas; numerous cultivation and livestock farming models have demonstrated considerable effectiveness.
Aligned with the objective of developing new rural areas
The opportunity to visit Bac Tan Uyen reveals roads lined with grapefruit, orange, and tangerine orchards, abundant with fruit stretching far and wide, clinging to the hillsides and imparting a vibrant green hue gives any tourists express excitement and amazement, as the scenery is reminiscent of the routes to Bao Loc and Da Lat. This achievement is significantly attributed to Program No. 04-CTr/HU, which focuses on the development of high-tech agriculture in Bac Tan Uyen district for the period of 2020-2025, initiated by the Bac Tan Uyen District Party Committee.
Mr. Nguyen Van Thuan, Vice Chairman of the Bac Tan Uyen District People's Committee, stated that to effectively implement Program No. 04-CTr/HU according to the established timeline, the District Party Committee has instructed the District People's Committee to review and coordinate the implementation of Program No. 02-CTr/HU alongside the National Target Program for New Rural Development. Consequently, the district is prioritizing investments in several rural transportation projects from diverse funding sources. Simultaneously, the district is leveraging resources from businesses and residents, including mobilizing contributions, donating land, assets, labor, and materials, to facilitate the construction, upgrading, repair, and maintenance of rural transportation infrastructure and alleys. Furthermore, the District Party Committee is directing authorities at all levels to enhance coordination with mass organizations to promote self-management of rural transportation routes, encourage community efforts in environmental cleanup, address minor repairs, and plant trees along roadways, thereby contributing to the enhancement of the area's infrastructure and technical systems.
Furthermore, the District Party Committee has instructed the District People's Committee, specialized agencies, functional branches, and localities to employ various methods to establish favorable conditions. This includes guiding procedures and providing support to farms, cooperatives, cooperative groups, and producers within the district, facilitating their access to loan policies, enhancing their knowledge, and ensuring they are well-informed about relevant policies and guidelines that aid agricultural production activities in the region. From 2021 to the present, the total funding allocated to support loans for investment in production development and income enhancement has amounted to 38.5 billion VND.
The District People's Committee has also instructed various sectors to assist farmers in identifying solutions to enhance the quality of agricultural products, particularly citrus fruits, to align with market demand. This initiative aims to promote strategies for sustainably stabilizing the consumption market while exploring new avenues for integrating local goods into distribution channels that adhere to modern consumption practices, characterized by long-term, stable contracts and substantial volumes.
The district specifically develops publications focused on key agricultural products of Bac Tan Uyen district, including both cultivation and livestock. The objective is to furnish information to gardeners and production households, facilitating the introduction and promotion of product images. This initiative aims to connect supply and demand in production while enhancing the brand of the district's key agricultural products. Ultimately, it seeks to gradually establish a value chain in agricultural production that aligns with the goal of developing advanced new rural areas and model new rural areas within the district.
The utilization of science and technology
In conjunction with efforts to promote investment, the district has recently conducted regular training courses aimed at enhancing management skills, production techniques, and business acumen for farm owners and enterprises. These initiatives, centered around various projects and scientific and technological themes, have equipped participants with contemporary knowledge in modern agriculture and animal husbandry. By implementing advanced techniques, these programs contribute to increased productivity and higher incomes for the community.
Program No. 04-CTr/HU of the District Party Committee outlines 19 primary objectives and initiatives. From 2021 to the present, the district has conducted four agricultural vocational training courses for 99 rural workers in the communes of Thuong Tan, Lac An, Hieu Liem, and Tan Thanh, surpassing 200% of the target set by the Provincial People's Committee. These training programs have equipped farmers with essential knowledge and skills in various agricultural production and business occupations, thereby enhancing the capabilities of rural workers and facilitating their transition into the sectors of industry, services, and trade.
Under robust leadership and guidance, innovative methods and approaches have been employed in executing assigned tasks, complemented by consistent, diverse, and effective outreach efforts, particularly regarding policies that promote the development of key agricultural products and support loans for production enhancement. These initiatives have yielded positive outcomes, transforming the rural landscape and elevating both the material and spiritual well-being of the district's residents. Notably, after five years of program implementation, the awareness and accountability of cadres, civil servants, public employees, and citizens in executing action programs have significantly improved, fostering consensus and unity in the pursuit of these objectives.
Conversely, building upon the accomplishments in agricultural economic development and leveraging advantageous natural conditions, enterprises, organizations, and individuals have confidently invested and advanced, particularly in the sectors of livestock farming and citrus cultivation.
