The meeting reviewed and approved the draft approval of the bidding documents for the An Tay General Port project; the draft adjustment of the investment project policy to resolve the flooding point of Ong Danh canal basin from Binh Duong avenue to Saigon river; the draft BOT contract for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway construction investment project through Binh Duong province under the public-private partnership (PPP) method; local adjustment of the Ben Cat City Master Plan until 2040; the draft decision on land lease for the Cay Truong Industrial Park project in Lai Uyen town and Cay Truong II commune, Bau Bang district...
At the meeting, the Provincial People's Committee also approved the plan to launch the 100-day peak public investment disbursement movement, divided into 2 phases. Accordingly, in phase 1, by June 30, 2025, the disbursement rate of the public investment plan for the whole province will reach 50% of the plan assigned by the Prime Minister, in which the disbursement rate of key projects without problems will reach over 60%. Phase 2 strives to achieve by August 31, 2025, the disbursement rate of the province's public investment plan to reach 70% of the plan assigned by the Prime Minister, in which the disbursement rate of key projects without problems must reach over 80%.
Speaking at the meeting, Chairman of the Provincial People's Committee Vo Van Minh emphasized that the emulation movement must be widely implemented in agencies and units and the participation of cadres, civil servants, public employees and workers; the emulation movement to accelerate the disbursement of public investment capital must be considered the task and responsibility of the Party Committee and heads of agencies and units in the whole province. It is necessary to clearly assign tasks, responsibilities, time, and synchronously deploy tasks and solutions to achieve the set goals.
In particular, it is essential to enhance the accountability of department heads, branch leaders, and Chairpersons of the People's Committees in districts and cities. Promoting the disbursement of public investment capital should be regarded as an urgent and top priority political task, as it is crucial for the socio-economic development of the province. Additionally, it is important to reform administrative procedures related to the disbursement of public investment capital to ensure that processes are carried out swiftly and in compliance with legal regulations governing investment preparation, construction implementation, construction supervision, and project settlement.
