Nguyen Thanh Truc, Vice Chairman of Provincial People's Committee, said that from beginning of this year, Binh Duong has urgently implemented the public investment plan 2020. Accordingly, the province reviewed and timely adjusted capital plans of projects that were not executed or were in slow progress to transfer to other projects with high disbursement capacity. Investors and constructors carried out solutions to accelerate the progress of urgent projects.
Namely, the province checked and allocated the right capital sources and capital balancing ability to each project; ensured the order of priority according to Law on Public Investment (amended) and guiding documents. Especially, to key projects identified in the breakthrough program of Provincial Party Committee. The province strove to efficiently and drastically carried out compensation and site clearance to ensure construction progress of key projects, such as DT743, Thu Bien - Dat Cuoc road, expansion of National Highway 13, North Tan Uyen - Phu Giao - Bau Bang... To check and acquire public land fund, land fund associated with assets on unexploited land for planning; to announce land fund for socialization and public private partnership (PPP) projects.
In addition, the province adjusted the list of key projects in accordance with the actual conditions, due to project splitting, capital conversion or investor's requests to stop the implementation, and add more key projects suitable to the new investment period; continued to research, deploy, and promptly solve problems in the enforcement of investment regulations in public-private partnerships and socialization forms.
Momentum for development
To carry out the above solutions synchronously and radically in 2020, many key projects have been accelerated and ensured to be on schedule. For example, project of Tran Van On street was started on Dec 25th 2018, completed on Jun 30th 2020. Total length is 1,306m. This project is a road connecting DT743 street with Binh Duong Avenue, connecting with Phu Hoa residential area and 30/4 street to Becamex Tower. Since the project was put into use, business activities and many services have popped up like mushrooms with 518 business households, making this road become crowded. At inauguration ceremony of this project, Tran Thanh Liem, Deputy Secretary of Provincial Party Committee, former Chairman of Provincial People's Committee, emphasized that Tran Van On street was one of the key works to welcome the 12th Thu Dau Mot City Party Congress 2020-2025 and the 11th Provincial Party Congress. The project contributes to stimulating local economic development, creating an increasingly spacious and modern urban face in Thu Dau Mot city.
Over the past 5 years, main traffic axes connecting regions, connecting Binh Duong with other provinces and cities were sped up, like My Phuoc - Tan Van, North Tan Uyen - Phu Giao - Bau Bang, DT743a, DT743b roads, expanded Highway 13 etc.; many new construction projects are expected to be a momentum for development. Thu Bien - Dat Cuoc road project (phase 1) with 4 traffic lanes and a total construction investment of more than VND 265 billion. The project is to complete Belt Road 4, contributes to facilitating socio-economic growth of Binh Duong province in particular and the Southern key economic region in general. According to Provincial Construction Investment Project Management Board - this project's investor, up to now, the project progress has completed over 60%, striving to be completed by the end of Q1-2021.
Binh Duong also executed many construction works that bring economic efficiency to the province and contribute to favorable regional connectivity. Besides, in order to complete the inter-regional traffic system in general, between Binh Duong province and Tay Ninh province in particular, Binh Duong and Tay Ninh agreed to cooperate in building roads and bridges connecting the two provinces. This is also one of key projects to welcome the 11th Provincial Party Congress 2020-2025.
