An is an agricultural commune of Tan Uyen district with the living standards of
the local people at a low level. But thanks to the efforts by the local authorities
at all levels in shifting the structure of plants and animals, realizing the
national target program on new rural construction, the image of Lac An and the
lives of the local people have been constantly improved…

Economic structure shifted effectively
In 2013, Lac An commune’s total farming area was estimated at 1,117.2 hectares (including 811.2 hectares for rice growing) or 103.44% of the resolution of the local People’s Council. There was no spread of diseases in various plants on a large scale, due to tendance and preventive measures realized well.
The local people also continued successfully applied the model of VietGAP on rice cultivation. Some local households have changed to growing hi-yield rice varieties on a total area of more than 38 hectares.
In 2013, the commune’s animal husbandry sector faced difficulties, due to animal feed price on rise and product price on decrease. The whole commune now has a total population of poultry at nearly 18,000 (up over 2,000) and cattle at more than 5,100 (down more than 1,500). In a bid to prevent epidemic diseases in poultry and cattle, the local functional agencies attached special importance to veterinary work, control over the slaughter of cattle, vaccination among cattle and poultry and detoxication at breeding facilities…
The commune also organized many seminars on sci-tech transfer to enhance the effectiveness of the local agricultural production. Upon this, the local people gradually changed to goods production and hi-tech application.
The commune’s animal husbandry sector is now developed towards sustainable development and environmental protection. Noticeably, there was a gradual eradication for the model of breeding fish in cages on Dong Nai river. So far, the whole commune has only existed 3 households getting involved in this model, decreasing by more than 67 compared to the previous time.
Thanks to actively shifting the local agricultural structure towards sustainable development, Lac An commune’s total value of social products in 2013 increased by 13.6% compared to 2012. The total average income per capita in the commune was estimated at more than VND23.6mln a year. There was a sharp increase in the number of the local households in use of power, clean water…The number of the local poor households also reduced to 15 households or 0.88% of total population.
Making efforts in new rural construction
Lac An commune has improved the local image and the lives of the local people after more than two years of implementing the national target program on new rural construction. Till now, the commune has met 9 out of 19 criteria of the program, including those on planning, electricity, post, housing, irrigation labor structure, social security and order…
Noticeably, the commune has well realized the local rural traffic construction. In 2013, the commune fulfilled a rural traffic route from Cay Chai three-way crossroads with a total length of 1,967.4 meters and other route from An’s house to Bien Ha cemetery with a total length of 782 meters. The local people also made contributions to upgrading the route to Doc Truc and Doc Cay; cooperated with the mobilization boards of hamlet 1 and hamlet 3 to build a self-managing road on environmental hygiene and a cultural road under criteria of the new rural construction program. In addition, the commune regularly inspected and teamed up with the district’s irrigational station to upgrade and dredge canals, ensuring a source of water for agricultural irrigation.
Pham Van Quang, Chairman of Lac An communal People’s Committee said that Lac An in 2013 gained achievements in economic aspects. The lives of the local people were also improved. But now, there are difficulties in agricultural production for change.
In 2014, according to Mr.Quang, Lac An commune will further uphold the local integral strength to fulfill the local targets on agricultural production with a total farming area reaching more than 1,090 hectares, up nearly 10% against 2013. The commune will also further tend its existing forest, opportunely implement forest fighting and prevention during the dry season; well realize sci-tech transfer, the shift of the plant and animal structure; successfully execute a project on new rural construction, contributing to improving the lives of the local people…
